Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Air Force District of Washington, HAF Support Branch (AFDW/A7KH), Bolling AFB, D.C., intends to award a sole source contract to General Dynamics for a 4-month period of performance. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 USC 2304 (c )(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract is to provide instruction and revise course material of a course previously developed for the Air Force under contract number: GS23F0010N/72836 "Fundamentals of Systems Design, Engineering, and Production for Spacecraft" which depicts the fundamental requirements involved in spacecraft systems design, engineering, production, and operations and how these affect cost. Specific tasks include: (1) COURSE PLAN AND OUTLINE - This shall include a review of the course design, content and planned proprietary data content replacement, presentation format etc; (2) COURSE PREP AND MATERIAL - The contractor will use the existing "Fundamentals of Systems Design, Engineering, and Production for Spacecraft" material for these classes and shall review the existing course content and advise the AFCAA of any recommended updates; (3) REMOVAL AND REPLACEMENT OF PROPRIETARY DATA - The Government desires that a considerable preponderance of data and examples in the current course material that are proprietary to General Dynamics be removed and replaced with equivalent course material that is non-proprietary in nature. Additionally, the contractor agrees to remove any reference to restrictive proprietary document statements of the final course material; and (4) CLASSROOM INSTRUCTION - The contractor shall conduct one class based on the agreed course plan and outline at their facility. The class shall not be longer than five (5) consecutive working days in duration and not exceeding 35 hours. The Government shall not provide computers to the contractor, and the contractor is encouraged to provide their own audio-visual equipment. The Government can encourage students to bring computers (laptops) to the class if the contractor deems they shall be of benefit to the class. The class size shall not exceed 50 students without prior verbal or written agreement from the contractor. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Any responses to this notice of contract action shall be submitted to the POC listed no later than 11:00AM, EST, 7 September, 2007.
