Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of the Office of the Assistant Secretary of the Army for Environment, Safety and Occupational Health (ASA-ESOH) Regional Environmental Offices (REO), intends to procure profess ional support services in support of Regional environmental issues to include Project Management, Government Environmental Affairs Analysis, Impact Assessment and Coordination and Environmental Protection as a small business set-aside or under full and ope n procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $6.5 million are encouraged to submit their capab ility packages outlining their experience in the following key areas or tasks. (1) Knowledge and Experience in dealing with Regional, State, and local Government on Environment and other related issues and addressing their impact on the Department of Defen se and its Instillations. (2) Knowledge of and experience with the major environmental media, cultural resource and natural resource programs and the relative role of federal sate and local governments in each. (3) Experience with review and evaluation of proposed legislation and draft regulations to assess their potential effect and impact on military testing and training requirement and on military installations. (4)Knowledge and understanding of DOD organization, operations and structure. (5) Knowledge of and experience with conducting public outreach in public forums to engage in dialogue with elected officials and executives from state and local government. (6) Knowledge of and experience with meeting planning and support for meetings of up to 100 people, from the public and private sector. (7.) Knowledge and experience with writing and/or collecting articles for regular publication in internal DOD publicatio ns, such as newsletters, statutory & regulatory updates, and bulletins, and for external non-DOD publications. (8) Experience with preparation of monthly electronic and/or hardcopy newsletters and other environmental related publications. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement at a fair market price based on an evaluation of the capability packages (limited to 25 pages, single sided) submitted by Monday 10, Septembe r 2007 at 10:00 A.M. (EST), the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determin es that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Interested small businesses may obtain a draft copy of the Performance Work Statement (PWS) at the website shown below; reference W91WAW-07-R-0078. Title: Contractor Support to the Army Environmental Center : Individual responses to this request for information that may contain company proprietary information and must be marked accordingly. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights). No other synopsis will be posted for this requirement. The cut -off date for questions regarding this notice must be received no later than Thursday 6 September 2007 at 10:00am EST. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Mr. Derwin D. Rush. A Firm-Fixed Price contract is anticipated. The period of performance will be for one twelve (12) month base period with four (4) twelve (12) month option periods. The place of performance will be at the four REO offices, Northern Regional Environmental Office (NREO) located at Aberdeen Proving Ground, Maryland; the Southern Regional Environmental Office (SREO), in Atlanta, Georgia; the Central Regional Environmental Office (CREO), in Kansas City, Missouri; and the Western Regional Environmental Office (WREO), in Denver, Colorado, Contractor personnel will be required to obtain a background Security check befor e reporting to duty. A written Request for Proposal (RFP) will be posted on or about 15 September 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/services.htm click on RFPS; select the des ired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below.
