- Delay Tube for M98/M99 158,400 each. The following drawings and specifications are applicable: 13-19-735, ASME Y14.100, ASME Y14.5, ASTM B135. The type of contract shall be firm fixed price. Solicitation shall contain an option to purchase up to 1 00% of the initial quantity. The First Article Test (FAT) Lot size shall consist of 50 Delay Tubes which represent units from actual manufacturing methods that will be used in normal production. From that 50 piece FAT, a random sample of 15 units shall b e pulled and subjected to all drawing, specification and contractual requirements. The remaining 35 pieces from the FAT may be applied toward the first deliverable quantities after a successful FAR. Prior to successful FAT, the 35 pieces are to be held b y the manufacturer for additional inspection by the Government is so required. Every unit of the 15 piece FAT sample shall be measured by the vendor to assure that all drawing, specification and contractual requirements are met. Each dimension and/or no te listed on the required drawing(s) and specification(s) must be addressed for each FAT sample unit. All FAT sample units will be individually marked for identification purposes, and the accompanying FAT report will list each unit along with ALL required drawing and/or specification requirements. The FAT report with all measurements will accompany the FAT sample units which are sent in for verification. The government intends to visit the contractors facility to witness first-article testing. FOB Destina tion, Pine Bluff Arsenal, AR. Acquisition is being conducted utilizing full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation document contains information that has been designa ted as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation documents. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The DLIS Unites States/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil/jcp/. Solicitation will issue on or after 13 Sep 2007 with a closing date on or after 15 October 2007. Requests for the solicitation package must be in writing, via facsimile to 870/540-3730 or via e-mail to pam.burton@us.army.mil . Ensure solicitation number W911RP-07-R-0034 is list ed in the subject line on all solicitation requests and provide required DD 2345. Additionally, companies full mailing address, telephone and fax numbers, and email addresses where available should be listed on all requests. Email request that do not c ontain the solicitation number in the subject line will be deleted without review. Electronic Proposals are not acceptable; proposals shall be mailed to arrive by the time specified in the solicitation to the address specified in the solicitation. Offero rs shall submit all technical questions regarding this solicitation to the Contracting Officer, in writing, no later than 15 days after issuance of this Request for Proposal.
