Description
DESC: The United States Army Aviation and Missile Command (AMCOM) and the United States Army Program Executive Officer for Simulation, Training and Instrumentation (PEO STRI) Targets Management Office (TMO), Project Manager Instrumentation, Targets and Threat Simulators (PM ITTS) are seeking sources for system engineering services required to support the operation and maintenance of the Target Tracking Control System (TTCS), including the Target Interface Control Units (TICU), Ground Support Equipm ent (GSE), and ancillary equipment used in live fire and tracking/engagement testing conducted on worldwide test and training ranges. The TMO procures, operates, and maintains fixed site, transportable, and portable versions of the TTCS as well as TICUs located within the targets themselves. In addition, the TMO operates and maintains other associated ancillary equipment such as avionic s subsystems and target test sets compatible with the TTCS and the TICUs. These engineering services are required to support continuing system operations, modifications, and improvements to meet target mission requirements. Contracted engineering services have been provided for these subsystems in the past and the TMO expects to continue to obtain these engineering services in the future. The contractor will provide the necessary research, hardware and software design, analysis, development, prototype fab rication, proof of principle evaluation, testing, planning, data evaluation, documentation, and reporting required to support target missions for state-of-the-art weapons systems. System engineering services for the TTCS, TICUs, and ancillary devices will include development of replacements for obsolete subsystems, software upgrades, modifications of subsystems, documentation updates, shelter/container changes, configuration managem ent, quality assurance, and field support. The engineering services will involve but not be limited to working with Windows based PC computer systems, mapping and mission planning software, UHF data links, cooperative radar systems, GPS navigation systems , inertial reference subsystems, test sets, power supplies, operational and diagnostic software, CANbus, Ethernet, operator controls/displays, and data recording. The contractor will be required to work with technical data packages and other documentation previously developed and will be expected to update that documentation to fully reflect modifications and new designs. Field engineering and operations support will be provided at Fort Bliss, TX on a continuing basis and worldwide as required to support operational missions. Government Furnished Equipment The Government will provide access to existing TTCS, TICU, and ancillary equipment for modification and upgrading as required. The technical data owned by the Government will be provided to the contractor. Sources are sought that have existing experience in providing system engineering services for target control systems or similar/compatible systems who may be interested in providing continuing engineering services for the TTCS. Any company with the expert ise to provide the required engineering services is invited to submit a statement of interest by 30 SEP 07 along with data to substantiate its qualifications. Data provided to substantiate qualifications should include information on current and past exper ience in providing engineering services for products meeting the general characteristics of the TTCS, TICUs, and ancillary equipment. A description of how the interested company would be able to successfully take over the engineering services for products developed by another corporation should be included in the data provided to substantiate qualifications. The Government is interested in obtaining information on how the interested company would approach the tasks stated in this announcement such as the companys management philosophy, concepts towards staffing, engineering devel opment capabilities, manufacturing abilities, testing resources, physical locations where the work would be performed, and other factors supporting the companys ability to be able to successfully perform these engineering services. In addition, informati on should be provided on the levels of expertise the interested company would expect to use in order to provide these engineering services. A description of the labor categories and a general explanation of the approximate rate structure for personnel to be assigned to this work along with the expected percentage use of the labor categories are desired including a definition of each of those labor categories (e.g. Sr. Engr., Engr., technician, assembler, programmer, etc.). The purpose of this synopsis is to identify potential sources only; it does not constitute a Request for Proposal and is not to be construed as a commitment by the Government. Full and open competition is currently being contemplated for any solicitation t o meet the Engineering Services for the TTCS requirement. The submission of a statement of interest does not constitute participation in any future request for proposal. It is highly desirable that data/information submitted be provided with unlimited rights. However, responses to this RFI that indicate data/information therein is proprietary or represents confidential business information will be received and held in con fidence for US Government use only. All proprietary/restricted information submitted must be clearly marked as an addendum to non-restricted, non-proprietary data/information.
