This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number FTC-7-Q-7022 shall be referenced on any price quote. This solicitation document and incorporated provisions and clauses are those in effect through the latest posting of the Federal Acquisition Circular as of the announcement. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. 1.The Federal Trade Commission (FTC) seeks to conduct a study of retailer enforcement of the self-regulatory ratings and labeling systems applying to certain categories of entertainment products: Mature-rated electronic game purchases; R-rated movie theater admissions; R-rated and Director?s Cut/Unrated DVD movie purchases; and parental-advisory-labeled music purchases. The FTC wishes to determine whether underage consumers are able to purchase these age-restricted or labeled products. A.Category Review: The Contractor shall conduct a mystery shop for the following product categories: 1)R-rated movie theater admissions, 2)R-rated and Director?s Cut/Unrated DVD movie purchases, 3)Mature-rated electronic game purchases, and 4)Parental-advisory-labeled music purchases. B.Methodology: The Contractor must follow the methodology for the 2001 mystery shopper survey described in Appendix B of the Commission?s December 2001 Report titled, ?Marketing Violent Entertainment to Children: A One-Year Follow-Up Review of Industry Practices in the Motion Picture, Music Recording & Electronic Game Industries, available at http://www.ftc.gov/os/2001/12/violencereport1.pdf. C.Survey Composition: The survey shall be composed of two hundred fifty (250) visits (individual shops) for each of the following areas:1)R-rated movie theater admissions, 2)R-rated DVD movie purchases, 3)Mature-rated electronic game purchases, 4) Parental-advisory-labeled music purchases, and 5)Director?s Cut/Unrated DVD movies based on films released theatrically with R ratings, Note: The above request makes a total of one thousand two hundred fifty (1,250) visits for the survey as a whole. D.Shopping Survey period: The shop shall occur between November 1, 2007 and December 31, 2007. E.Shopper Composition (Groupings): The panel of mystery shoppers shall broadly reflect the diversity of the American population. The survey shall be nationwide in scope, with shoppers available to participate across the nation. The Contractor shall collect the data, tabulate the data, and provide the FTC with a full report on the results and methodology. The Contractor shall preserve the confidentiality of the information obtained in the survey and of the survey participants (shoppers) at all times. Approximately one-half of the mystery shoppers shall be male and one-half female.1)Group #1 - Female ages 13 - 14, 2)Group #2 - Female ages 15 - 16, 3)Group #3 - Male ages 13 - 14, 4) Group #4 -Male ages 15 - 16 F. Actual tasks that need to be completed within the actual "mystery shop" survey:1) The Contractor shall develop a methodology, to be approved by the FTC, to recruit a diverse panel of mystery shoppers meeting the screening criteria. 2)The procedures used for conducting the survey shall be ones recognized in the advertising and marketing industries as appropriate for mystery shopper studies. 3)The Contractor shall screen sufficient youth to complete five surveys of two hundred fifty (250) visits at each. 4) Once qualified mystery shoppers have been identified, the Contractor shall disseminate information to the mystery shoppers, prepared by the FTC in conjunction with the Contractor, to prepare them for their site visits. 5)The Contractor shall create and maintain a confidential file for the FTC on each shopper. The file shall contain, among other things, a copy of the minor?s identification (if available), a copy of his/her birth certificate or other proof of age, and an original parental consent form. The Contractor will maintain the confidentiality of the minor and the minor?s file. All minors selected shall be insured against accidents or other injuries under the company?s insurance policy and/or temporary rider. Proof of employer insurance showing coverages shall be provided with the technical proposal.6) Qualified shoppers shall select a site or sites to visit based on proximity to the shopper, with the exception that shoppers shall be assigned to visit the closest ?major? retail store or theater chain, or the closest ?non-major? retailer or theater. The FTC shall provide the Contractor a list of names of ?major? retailers or theaters. The Contractor shall arrange for transportation for the mystery shoppers? site visits, collect the data and supporting material such as receipts for verification purposes, and record the results.7)Administrative needs: After award, the Contractor shall speak with the FTC COTR to obtain a thorough understanding of the survey. Thereafter, the Contractor shall either meet with the FTC staff, or speak with the FTC staff by phone, at least once per week to confer on survey status. See Project Manager section in this document.8)Draft and Final Deliverables: (a) Draft data coding/tabulation plan: Upon completion of the data collection, the Contractor shall develop a draft data coding/tabulation plan and submit it to the FTC. The FTC will review the data coding/tabulation plan and may suggest revisions. The Contractor must maintain the confidentiality of the data at all times.(b)Tabulated Findings report: The Contractor shall tabulate the data as specified in the final data tabulation plan. The Contractor shall prepare a report and submit three (3) copies to the FTC for review. The report shall contain a detailed description of the methodology employed in the survey, and a tabulation of the findings. The Contractor shall deliver two (2) copies of the data on diskette (IBM-compatible readable/single punch format). The Contractor shall also provide complete documentation for the data supplied.(c)Mystery Shopper List: The Contractor will provide the FTC with lists of the addresses of the mystery shoppers selected. The addresses shall report only the city, state, and zip code for each shopper and shall not include the names of any shoppers. 2.Proposal submission: The FTC will evaluate proposals based on "Best Value" with all technical and other non-price factors considered significantly more important than price. The contractor shall provide a Technical and Price proposal as outlined below. North American Industrial Classification System (NAICS) number is 541910 and the business size standard is $6.5 million. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FTC also reserves the right to conduct discussions, if later determined to be necessary.
