- NASA/DFRC has a requirement for an airborne high bandwidth digital and video date recorder. These items are to support the IR camera in a NASA F-15B for use in recording flight testing. The specifications are: 120 GB phase I ruggedized video recorder, Includes 120 G solid-state drive. Part# DDC-VADR-1-120-RG 2) Breakout box for lab use, which breaks out the DD-104 backplane connector to common connectors for lab use (RS-232/RS-422 DB-9), cameralink, RCA jacks for analog Part# DDC-VADR-BO 3) 1 copy of IF-1.0.5 ImageFokker Analysis software for image/video analysis and debriefing Part# DDC-IF-1.0.5 4) Support for Camera 5) Pre-delivery support: testing for suitability also work with NASA on caling issues, install requirements, etc. The funds allocated are for 1 man-week time. Part# DDC-VADR-1-PRE 6) Post delivery support, 1 man-week, spread out over up to 1 month Part# DDC-VADR-1-POST 7) Add support for TBD camera (may or may not be needed depending on camera format) Part# DDC-VADR-modNRE NASA/DFRC intends to purchase the items from Digital Design Corporation. Digital Design Corporation has been found to be the only source that can offer these products by our technical representative. The products have specific flight regulations and guidelines that must be met and this vendor can meet all requirements. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 13, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. ?A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
