Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PC-07-Q-027 and is issued as a Request for Quotation. The Peace Corps anticipates awarding a non-competitive sole source fixed-price purchase order for data generated from Universum's 2007 Ideal Employer Survey. This data is Universum's Package Research Partnership Offerings to include Undergraduate, MBA, and Diversity data. Universum is the only responsible source that can provide Universum generated data, no other supplies or services will satisfy the requirement. All information regarding the data is proprietary data of Universum. Delivery shall be to the Peace Corps, Attn: Mr. Bartel Kendrick, at 1111 20th St. NW, Washington D.C. 20256. Delivery shall begin from the date of contract award and continue through the release of 2008 survey data or June 2008. The applicable NAICs code is 541910 and size standard is $6.5M. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far. Clauses incorporated by reference are 52.212-1, 52.212-4, 52.212-5 with its addendums 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.233-3, 52.233-4, 52.239-1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via e-mail, to Mr. Garnel Palin, Contract Specialist, Phone (202) 692-1618, gpalin@peacecorp.gov, by 5:00PM Eastern Standard Time (EST) on September 5, 2007. Interested organizations should submit a complete package by the due date, which provides clear and convincing evidence that they can meet the Government?s requirement and which describes the capability of their data as it supports the instant requirement. The Government will not pay for information solicited. Oral communications are not acceptable in response to this notice. All responsible sources may submit their qualifications by the due date which may be considered by the agency. Submission of data for review buy the Peace Corps shall not impede award of this purchase order. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
