- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subparts 12.6 and 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation and is a total small business set aside. The NAICS code is 443120. The NOAA requires maintenance of existing Stellent software for twelve months, beginning October 1, 2007. These items are: 1) PDF Converter Annual Maintenance (PDFC-PM). The PDF Converter automatically converts native files to web-viewable PDF's when the document is checked in to Stellent Content Management, enabling visitors to the Web site to view the document without requiring the native application. 2) Stellent Enterprise Content Server Maintenance/Support (CSUL-V-PM) for unlimited users for production server. 3) Stellent Content Tracker - Production (CTK-PM). Stellent Content Tracker monitors content access and performs data extraction to populate a database repository. Data is gathered from the Web server logs and the Content Server database, and is made available to report generation tools. 4) Stellent Web Content Manager Production (WCM50-PM), includes Stellent Content Publisher; Site Studio and Stellent Connection Server. 5) Annual Software Maintenance and Support (CS50-V-DM), Business and Web content are stored in multiple file systems and repositories throughout an organization. Without an enterprise content management infrastructure, unmanaged unstructured content along with multiple repositories create administrative and maintenance headaches and an increase cost and process inefficiencies. Stellent Content Server, the foundation of the Stellent Content Management System, enables every contributor within the organization to contribute content from native desktop applications, efficiently manage business content with rich library services, automatically publish content to Web sites or business applications, and securely access that content anywhere; and 6) Dynamic Converter Annual Maintenance (DYN-PM) Stellent Dynamic Converter enables on-demand, ad-hoc publishing of native business documents to your information portal. With conversion capability for more than 225 file formats (including XML) to HTML and wireless formats, Stellent Dynamic Converter brings a new level of simplicity and productivity to providing web viewable business content. The resulting purchase order shall be negotiated on a firm-fixed price basis. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-19. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., September 11, 2007. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
