- ***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Carl Zeiss SMT Inc., of Peabody, MA, for a service contract maintenance agreement for LEO 1525 field emission scanning electron microscope (FE-SEM). ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a maintenance agreement to provide (1) One change of the field emitter source, (2) Labor, travel, and non-consumable replacement parts, (3) Specially trained and qualified personnel technicians, (4) Emergency repair service as required during the hours of 8:00 am to 5:00 pm, Monday through Friday, and (5) One planned preventative maintenance per contract period. Carl Zeiss is the only known vendor that provides these services and has full access to the instrument design drawings and specifications, and can provide original LEO parts. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Documentation should include supporting information of the ability to perform the required services, which correspond to the required services stated herein. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
