Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotes under the number RFQ-41302-029-7. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-19. This action is a Total Small Business Set Aside. The North American Industrial Classification System (NAICS) Code is 561621 - ?Security Systems Services (Except Locksmiths)? and the Small Business Size Standard is $11.5 Million. [***Contact Ryan Lambeau, Supervisory Contract Specialist, at RLambeau@bop.gov or (320) 245-6205 by 1:00pm CDT on September 10th, 2007, if interested in bidding, to request a hard copy bid packet***] GENERAL REQUIREMENTS: The Federal Bureau of Prisons, Federal Correctional Institution, Sandstone, Minnesota, is requesting quotes for re-work of the rear gate sallyport sliding gate system. All responsible sources may submit a quote which shall be considered by the agency. SITE ACCESS - Site is available from 7:30am to 4:00pm Monday - Friday, with the exception of Federal holidays. In the event of an institution emergency, contractor access to the site may be terminated until the emergency is over. SITE VISIT - It is recommended, but not required, that interested bidders visit the area where work is to be completed, in order to have any questions answered prior to submitting a quote. If interested in scheduling a site visit, contact Steve Hansberry, Facilities Manager, at 320-245-6530 during business hours no later than Monday, 09/17/07. Per FAR 52.228-5, ?Insurance - Work on a Government Installation?, the following insurance is required prior to performance of work: Workers Compensation & Employers Liability (minimum of $100,000); and Comprehensive General Liability (minimum of $500,000). Insurance certificates can be sent with your quote, or can be sent after contract award but prior to performance of work on the contract. DESCRIPTION: FCI Sandstone, Sandstone MN, operates a rear gate sallyport system consisting of two sliding gates with J operators and interlocks. Each gate has a vehicular and man gate component. The gates are installed in a manner that prohibits a component of one gate from being opened unless both components of the other gate is closed. Gates are controlled by the Control Center. The control panel at the Control Center is connected by approximately 1500 feet of wiring bundle to the gate systems, which includes a relay cabinet located in the sallyport. The operating mechanisms of the inner sallyport gate are inoperative. The clutch, track wear plate, pulley, drive motor, and sensor switches of the vehicular component of the inner gate system have failed. SCOPE OF WORK: The scope of work is to replace the J operator and gate, including new overhead track and all associated clutch, track wear plate, pulley, chain, and motor mechanisms, for the inner gate. The existing gate panel, track, and gate posts may be re-used. Existing power circuits in the sallyport area will need to be extended to the new operator and Control Center as needed. New relays will be installed as necessary at either the sallyport relay cabinet and/or control center panel. Motor mechanisms will include overload protection and provision for manual operation of the gate system. Gearbox systems will include heaters to ensure continuing lubrication capability of lubricants contained within. Motor gearbox will be locked with a prison lock. Detention quality hardware and tamperproof screws will be used in securing access panels, covers, hatches, and other points of entrance to the overall system. The existing gate panel is approximately 14ft. x 14ft. Photographs are enclosed (in hard copy bid packet) showing the gate and slider, operator and track detail, and man gate/sliding gate in it?s entirety. Contractor will furnish all parts, material, labor and installation services to implement the requirements of this scope of work.
