- Solicitation Number: W9124R-07-T-1126 Technical Questions/Comments: 06 September 2007, 12:00 PM MST Response Date: 10 September 2007, 12:00 PM MST This a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) PART 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented with add itional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19, Effective 17 Aug 2007 Class Deviation 2005-o0001 and Defense Federal Acquisition Regulation Supple ment (DFARs) current to DCN 20070828 edition. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The North American Industrial Classification Code (NAICS) applicable to this acqui sition is 511210. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html Quotes are being solicited for the following item: Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Each, Description: Data Storage and Analysis Product The resultant contract will be firm fixed price. See website http://www.yuma.army.mil/contracting/index.html for specifications and evaluation criteria. Offerors are required to submit adequate information to demonstrate that the product offered meets or e xceeds all requirements of the specifications. Offerors are required to submit quote, technical specifications and free trial demonstration of software by 10 September 2007, 12:00 PM MST. Offerors will need to contact the POC listed below by 10 September 2 007 in order to schedule an oral presentation which will be held the week of September 17th- September 21st at the U.S. Army Yuma Proving Ground, Yuma, AZ. Vendors will demonstrate capabilities and features during oral presentations demonstrating their pro ducts technical capability to meet the specifications. Oral presentation will be evaluated in accordance with specified technical criteria. Offerors will be responsible for bringing their own equipment to demonstrate their product (e.g. laptop, cables) and will be able to use a Mitsubishi projector part #LVP-X300U. Internet connectivity will not be authorized. All quotes shall include shipping costs to U.S. Army Yuma Proving Ground, Yuma, AZ 85365. All quotes shall be clearly marked with solicitation #W9124 R-07-T-1126 and emailed to the point of contact listed below or sent by facsimile to (928) 328-6849 no later than 10 September 2007, 12:00 PM MST. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitat ion will be the most advantageous to the Government based on technical capability, past performance and price. Award will be made on a best value basis and the Government reserves the right to award to other than the low offeror. FAR 52.212-2 is completed as follows: i) Technical Capability, ii) Past Performance, and iii) Price. Technical Capability and Past Performance are significantly more important than price. Proposals with unreasonable prices will not be considered for technical evaluations. Price wi ll then be evaluated for offerors whose technical proposals have been determined acceptable. Unreasonable prices or a history of poor performance can make the most meritorious technical proposal not the best value. Offerors shall include in their proposal, past performance information on at least three other contracts in which they provided same or similar services. Past performance information shall include the following: 1) Contract Number, 2) Company/Agency Name and Address, 3) Point of Contact (Name) wi th Phone Number and Email Address and 4) Brief Synopsis of project to include price. Offers that fail to furnish required representations o r technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration.
