Description
The Alabama Air National Guard located at Birmingham IAP, Birmingham, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm fixed-price contract for services, non-personal to provide for all labor, tr ansportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the 2600 SF addition to ADAL Communications Building 190 in accordance with plans and specifications. The Building addition includes masonry walls, stan ding seam roof, carpet, floor tile, acoustical ceiling, sprinkler, fire alarm, lighting, electrical power; (regarding existing building) replacing all HVAC equipment, constructing new standing seam roof over existing building, demolition of existing mechan ical rooms, and alterations of the existing building areas, removal of existing shrubbery, providing sprinkler within existing building area, replacement of security wall around HVAC equipment, as well as new stone ground cover to replace removed shrubbery required by security standards, interior painting, carpet replacement, floor coverings, acoustical ceiling replacement, replacement of existing windows, and plumbing work. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. A single award is contemplated. Failure to submit a bid on all items shall result in rejection of the bid. Construction/contract completion time is anticipated to take approximately 36 5 days from notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This action is being procured on an UNRESTRICFTED basis in accordance with the Small business Comp etitiveness Demonstration Program (Ref: FAR 19(c)(2). All responsible firms may submit a bid. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the contractor is a large business and must be submitt ed with the bid. The tentative date for issuing the solicitation is on-or-about September 17, 2007. The tentative date for the pre-bid conference is on-or-about September 25, 2007, 10:00 a.m. local time at the Birmingham ANG Base Civil Engineering Office . All interested contractors are encouraged to attend and should be aware of the requirements for admission to the base. The solicitation closing date is scheduled for on-or-about October 17, 2007. Actual dates and times will be identified in the solici tation. The solicitation and associated information (minus the plans and specifications) will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov. A link to this si te can be found at the solicitation website. No telephone requests will be accepted. For security reasons, all potential bidders, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Te chnical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http:// www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are also required to submit their representations and certifications on-line at http://orca.bpn.gov . You will need your DUNS number and CCR MPIN in order to lo g in to the Online Representations and Certifications Application (ORCA) website.
