Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), is required by The Bureau of Medicine and Surgery (NAVMED P-SOS 5), to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual?s radiation exposure and to aid in minimizing exposure. Personnel dosimetry has medical, epidemiological and legal significance, and must be conscientiously practiced by trained personnel with the appropriate / approved equipment. The Model 8800 Plus TLD Reader and related parts are Commercial Off-The-Shelf (COTS) products which provide personnel dosimetry for the US Navy. NSWCCD intends to negotiate a non-competitive procurement under FAR 13.5 procedures, with ThermoFisher Scientific Corporation (TSC) ? Radiation Measurements and Protection., Santa Fe, NM., for Model 8800 Plus TLD Reader and Related Parts for commercial Thermo Luminescence Dosimetry (TLD) reader systems and materials from ThermoFisher Scientific. A firm-fixed price, five (5) year IDIQ contract is anticipated. Under the authority of FAR 6.302-l(a)(2)(ii), this highly specialized equipment is available only from the original source, Thermo Electron, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency?s requirements. Award to other than TSC would significantly increase the cost of standardization and interchangeability with the Naval Dosimetry Center (NDC) and the NNPP. Changing the equipment source will cause the Navy a substantial increase in costs. Such action would also necessitate procurement of new dosimetry and processing equipment, revisions and rewrites to numerous software programs written by the NDC, establishment of new use and processing policies and procedures, and additional testing to support NVLAP accreditation and to ensure system performance and capabilities compliance. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 09/15/2007 and referencing RFQ N00167-07-Q-5300. (see note 22)
