- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-07-T-0111, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The anticipated award date is on or about 28 September 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19, effective 17 August 2007. North American Industrial Classification Code (NAICS) 334516 applies to this procurement. This procurement is a 100% Small Business Set Aside. The small business size standard is 500 employees. The DPAS rating for this procurement is DO-C9. FOB point is Destination. Section B Schedule of Supplies/Services CLIN 0001 100,000 Pound-Force Universal Calibration Machine 1 ea CLIN 0002 30,000 Pound-Force Series 1000 Proving Ring 1 ea CLIN 0003 1,000 Pound-Force Series 1000 Proving Ring 1 ea Description of Each Item The load cell calibration system shall be made up of three components. The first is the calibration machine, which applies the force the calibration, and the other two components are 1,000 pound and 30,000 pound proving rings, which measure the force being applied to the load cell calibrated. CLIN 0001 ? The calibration machine shall be complete in all aspects including the components necessary for applying the calibration force (load) and the components necessary to calibrate load cells in either tension or compression. -Capacity: up to 100,000 pound-force -Accuracy: The design and operation of the calibration machine must not reduce the accuracy of the calibration, i.e., there must be no friction between the calibration standard (proving ring) and the test instrument being calibrated. -Type of Calibration: The machine shall be capable of performaning both tension and compression calibrations using the provided proving rings in either method. -Dimensions: The machine shall be no greater than 24? wide by 24? deep by 100 inches high. -Electrical: Must operate off of single phase 120V, 60Hz power and require no greater than 15 amps. -Instructions: Must be provided with detailed operating instructions. CLIN 0002 and CLIN 0003 ? -Uncertainty: No greater than 0.0125%. The definition of uncertianty is as defined in the most current version of ASTM standard E74. -Calibration: Must be calibrated by primary standards directly traceable to the National Institute of Standards and Technology (NIST) in accordance with the requirements of ASTM standard E74. -Proof of Calibration: A detailed calibration report for each proving ring must be provided. -Accessories: At a minimum, the proving rings must be provided with an electrical reed vibrator, a verier index, a dial revolution counter, and a ball seat in the top boss. The following factors shall be used to evaluate offers: price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. SOFARS 5652.201-9002 Authorized Changes Only By Contracting Officer (JAN 2005) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor?s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
