- The National Geospatial-Intelligence Agency has a requirement for the following items: CLIN 0001: P/N QTM-5F, Applied Imagery Quick Terrain Modeler Version 6.0 Floating Licenses (Qty = 6) Delivery is expected to be required on approximately 09/14/2007 CLIN 0002: P/N QTM-5FNL, Applied Imagery Quick Terrain Modeler Version 6.0 Node Locked Licenses (Qty = 7) Delivery is expected to be required on approximately 09/14/2007 CLIN 0003: P/N QTM-AM, Applied Imagery Quick Terrain Modeler Version 6.0 Annual Maintenance Agreements (Qty = 13) Period of performance is expected to be approximately 09/14/2007 to 09/13/2008 BRAND NAME JUSTIFICATION: Applied Imagery is the sole producer of Quick Terrain Modeler software. QT Modeler software allows users to view LIDAR derived Digital Elevation Models. Additionally, QT Modeler software is already integrated into the NGA enterprise and it would not be in the best interest of the Government to procure a new software program in place of our current QT Modeler products. New programs would not meet NGA's requirements of form, fit, and function, nor could they be placed into our infrastructure quickly and easily. It would be very costly to introduce new software into our enterprise and would require a lagre amount of time to test new software and to re-train our personnel to use the new programs. Adding a new brand of software into our system would result in unacceptable work delays and substantially inflated costs. Maintenance will be performed at NGA Reston, 12310 SUnrise Valley Dr., Reston, VA 20191 in the quantities listed above. The Government reserves the right to cancel this solicitation, with no obligation to the offeror by the Government. Only Authorized QT Modeler Re-sellers that are recognized by Applied Imagery to sell their products will be considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Only one award will be made to the lowest price technically acceptable offeror who meets the requirement. Offerors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification--Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
