Description
The Federal Communications Commission (FCC) requires the FAA to relocate all microwave communications from the 2 GHz frequency band to a higher frequency band. The FAA's Spectrum Engineering Services (SES) Program Office is requesting the purchase of the HTZ Warfare Version 14 Software package as an engineering analysis and evaluation tool to ensure proper frequency assignments in this effort. The Federal Aviation Administration, Headquarters, Washington, DC, intends to award a brand name-mandatory purchase for HTZ Warfare V14 Software and Associated License in support of the FAA Airway Facility located at the FAA's Technical Center, Atlantic City, NJ. The procurement is considered to be a brand name-mandatory purchase to ATDI, Sterling, VA, based on the proposed product's unique features of - - Its digital 3-D terrain mapping and its catographic database, which allows engineers to evaluate microwave signal propagation characteristics resulting from geographic parameters. - Its ability to enter a proposed microwave frequency and set the equipment and geographical parameters into the model and analyze the potential interference sources. The desired delivery under this requirement is fifteen (15) calendar days after receipt of order???FOB: Destination. Requirement: HTZ Warfare Version 14 Software Package 1 BX Purpose of Announcement: In accordance with the FAA's Acquisition Management System (AMS) Policy 3.2.2.4 and AMS Procurement Guidance T3.2.2.8.A.5, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract via brand name-mandatory purchase order procedures. Inquiries by interested vendors relating to this purchase must be submitted to the Contracting Officer, in writing, to: Kenneth.M.Carter@faa.gov, or via facsimile to: (202) 267-5420, no later than Friday, September 7, 2007, 12:00 p.m. (noon) EST. Note: In order to receive an award from the FAA, regardless of dollar value, vendors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
