Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. Contract Line Items are as follows: 0001 F-16 Modular Simulated Aircraft Maintenance Trainer (MSAMT) 1 Lot Operator Training Course for up to eight (8) students Course duration is anticipated to be two (2) weeks 0002 Contractor Travel 1 Lot Travel related charges shall include: *Lodging: $______________ *Meals: $________________ *Ground Transportation: $__________________ *Airfare: $____________________ All CLINS are Firm Fixed-Price and FOB is Destination Contractor shall propose training dates. Training location is Cairo Egypt. An Embassy Point of Contact (POC) will be provided at award, along with their contact information. Contractor shall prepare and provide courses material using O&M manuals, which may be obtained by contacting Mr. William Lipke via e-mail at william.lippke.ctr@us.af.mil. Mr. Lipke may be contacted via telephone at (937) 255-4437. As a minimum courses shall include Basic Theory of Operation of the F-16 MSAMT; MSAMT Command and Control; Troubleshooting; Fault Analysis. Objective of Training is to provide students the necessary skills that will allow them to independently operate and perform fault isolation procedures to maintain the F-16 MSAMT. Instructors shall have a working knowledge in aricraft Theory of Operation to include the following F-16 subsystems: Electrical Power System (EPS); Environmental Control System (ECS); Pneumatic/Hydraulic System (P/HS); Propulsion System Trainer (PST); Engine Start System (ESS). Training shall be conducted in the English Language and is to be unclassified. Students shall have a minimum English Comprehension Level (ECL) of 70 and possesss the proper technical background such that prerequisite training will not be required. Course charts/outlines and SOJT task listings, in contractor format, identifying objectives and duration of each course are to be provided with offer. The Government of Egypt will provide the F-16 MSAMT equipment for training but will maintain control and accountability of the equipment. Contractor will be required to submit AETC Form 325 and 258, AF Form 1256 and Course Evaluation Report. Contractor equivalent of the above referenced forms can be used. Instructions for submission of the above will be in the resultant award package. Contractor shall submit a Quality Control Plan to the PCO, for acceptance, with proposal. The plan must illustrate proposed processes of inspection, and actions to be taken to correct deficiencies discovered during the inspection process. In lieu of the QCP offerors may submit their ISO 9001:2000 certificate identifying training as part of the certificate. The contractor is responsible for obtaining all approvals, clearances [(e.g. Technical Assistance Agreements (TAA), etc.)], as necessary IAW current ITAR requirements. If a TAA is required, the contractor shall ensure the appropriate TAA is successfully completed prior to training start for each individual order, to include any subcontractor training required for each individual vendor. Contractor shall provide copies of invoices from previous sales of same/similar training if possible. If no previous invoices available, please provide, as a minimum: Labor mix, Hours to be charged for each labor pool, Other Direct Costs, Overhead, G&A & profit, Training Material Charges. Lack of past performance will not be viewed as a negative; however, negative past performance will eliminate offeror from consideration. (3) Technical and past performance, when combined, are less important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Award will be made to the lowest priced, technically acceptable responsible offeror. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions).
