Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a follow-on unrestricted requirement that shall be awarded as a firm fixed price contract under Solicitation Number W912PX-07-T-0002. All submission will be due no later than 14 Septem ber 2007 at 4:00 pm, Eastern Standard Time. via email to: renee.mims@jiatfs.southcom.mil and lballa@jiatfs.southcom.mil . Each vendor will be responsible for contacting the POC identified below to obtain a copy of the Statement of Work electronically whi ch shall be use to base their submission. This is a non-personal services contract as defined by Federal Acquisition Regulation (FAR) Part 2. Questions regarding this combined synopsis/RFP must be submitted in writing to Renee Mims via email at renee.mim s@jiatfs.southcom.mil. no later than 10 Sept, 2007. A completer proposal package consists the following: (1) Written explanation and supporting documentation that indicates minimum qualifications have been met with copies of resumes, (2) Price Sheet clea rly indicating the labor rates per hour for base year and four 12 mouth options CLIN 0001 Lead Translator, CLIN 0002 Interpreter, CLIN 0004 Contract Manpower Reporting, (3) Representations and certifications in FAR 52.212-3, (4) Past Performance informati on including recent and relevant contracts for the dame or similar services, including points of contact with telephone numbers and emails. Proposals are due by 14 September 2007, 4:00 PM, EST Top Secret/Sensitive Compartmented Information (SCI) security clearance is required prior to commencement of work and must be maintained throughout POP. Lead Translator position is designated has a Key Personnel position. Individuals must possess or be able to obtain a passport and long-term visas for travel within the JIATF South Area of Responsible (AOR). AOR includes Mexico, Central and South America. Must also posses or be able to obtain an internationals drivers lic ense. The contractor shall maintain sufficient insurance. The government intends to make award to the responsible contractor having the lowest priced, technically acceptable responsive offer. This is an unrestricted acquisition. The NAICS/FSC is 541930/R608. Central Contractor Reduction (CCR) is required. Thi s is Firm Fixed Price contract for Labor hours and Time and Materials for Travel. The Government will only be responsible for payment of actual hours worked. Leave: The contractor shall coordinate any personal leave of contracted employee(s) with the JI ATFS POC to ensure continuance of services. Authorized Travel: Travel expenses incurred for conferences, meetings, training or other authorized travel for the benefit of the Government including airfare/mileage, registration fees, lodging and meals shall be reimbursed by the Government in accordance with the Joint Travel Regulation (JTR). The Government will provide office space, phone for official calls, computer, copying and printer usage, access to server for required software, databases, and vehicles for official travel in and around the AOR on an as needed basis. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: A contracted sour ce that can fulfill the coordination and t echnical requirements of this contract. Central Contractor Registration (CCR) is required. Registration may be accomplished at http://www.ccr.gov. DFARS 252.225-7043, Antiterrorism/Force Protection Policy for Defense Contractors Outside the United States. CONTRACT MANPOWER REPORTING: (CLIN 0004) The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontrac tor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The required information includes: (1 ) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including sub-con tra ctors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identi fication Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclatu re provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also pr ovide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the contract period of performance, not to exceed 12 months and must be reported within 30 days after the end of the contract performance p eriod. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors system to the secure web site without the need for separate dat a entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. This requirement is for one Lead Translator (CLIN 0001) with a Period of Performance (POP)of 1 October 2007  30 September 2008 (1920 labor-hours) with four- 12 mouth priced options and one Interpreter (CLIN 0002) with a POP of 1 October 2007  31 March 2008 (960 labor-hours). Candidates Resumes must accompany offers and is a go or no go evaluation factor. The primary working language pair is English  Spanish. Individuals assigned to this effort must demonstrate mastery of the target language equival ent to that of an educated native speaker. 4.0 SCOPE OF WORK 4.1. Language Translation and Interpretation The contractor shall provide bilingual or multilingual translator-interpretation capability. The capability shall include three (3) major language related services to the Command Staff and the Department Heads: Translation, interpretation, and instructio n/consultation. The primary working language pair is English/Spanish. Individuals assigned to this effort must demonstrate mastery of the target language equivalent to that of a well educated native speaker. 4.2. Translation Transferring a written message from one (1) language to another. As the official translator for the Command, contractors will translate and produce in final format all official / legal Command documents from a source language (SL) to a target language (TL ) as required for release to English and/or Spanish speaking personnel or activities. Conversely, the contractor will translate all official / legal documents addressed to the Command received from Spanish speaking activities. The subject matter of the do cuments may be in / from any area in which the Command has jurisdiction or interest, may vary in style, register, difficulty and complexity, and may require thorough research using various sources and materials. " The contractor will be responsible for the translation of the Command Brief from English into Spanish, and for maintaining the Spanish version current as revisions are made to the English brief. " The contractor will manage and coordinate the translation of specific briefs/presentations or other written documents as required for JIATF South Department Heads and employees, International Liaison Officers, or Interagency activities. Management and co ordination may include obtaining assistance from other in-house translators / language specialists / specialized personnel, etc. to attain the required accuracy and quality in the final product. 4.3. Interpretation Conveying an oral message from a source language to a target language. As the official interpreter for the Command, the contractor will attend meetings, briefings, and official social functions at which non-English speaking personnel are present and provi de real-time simultaneous or consecutive interpretation services. These conversations must be accurately translated as the translation will be acted upon as official U.S. Government Policy or direction and the translation may also legally bind the U.S. G overnment to specific courses of action or activiti es. 4.3.1. The contractor will provide interpretation services, as requested, for special visits to the Command by international delegations and dignitaries, and upon request, manage and coordinate multi-interpreter events, such as conferences, held at JIATF South. 4.4. Instruction/Consultation The contractor will develop, manage, and conduct a Spanish language course for the JIATF South staff. Course development will include researching available curricula and instructional materials, and reviewing those materials. The contractor shall select a nd coordinate procurement of the teaching materials. 4.4.1. The contractor will serve as language specialist for the Command, providing consultation services on linguistic and cultural issues. As a language specialist, the contractor will maintain up-to-date knowledge of Command subject material, terminolog y in both languages, and will continue efforts to improve, broaden, and deepen linguistic and cultural skills and knowledge through participation in professional training and development activities. 4.5. Educational Requirement 4.5.1. One position: Masters Degree or equivalent working experience in the Spanish language, Doctorate Degree or equivalent working experience is desired. 4.5.2. One position: Bachelors Degree or equivalent working experience in the Spanish language, Masters Degree or equivalent working experience is desired. (End of Synopsis/Solicitation)
