Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. This will be a 100% Small Business Set Aside acquisition under North American Ind ustry Classification System Code 423830, with a small business size standard of 100 employees. SPECIFICATIONS: Piranha 90 Ton Hydraulic Ironworker. Punching: 1 1/8 diameter through 1 plate; Throat Depth: 12; Bending: 12 w/4 way die block; Round Bar Sheer: ? through 2; Square Bar Sheer: ? through 1-3/8; Plate Shear: 20 x ?, 18 x ?, 12 x 1; Angle Sheer: 6 x 6 x 5/8; Coping/Notching: 4 x 6 x 3/8 blade; Motor: 15 HP, 3 phase. APPLICABLE PROVISIONS AND CLAUSES: The following clauses and provisions are incorporated by reference. The following clauses within 252.212-7001 apply to this solicitation and any resultant contract: (a) DFARS 252.225-7036 Buy American Act Free Trade Agreements  Balan ce of Payments Program, Alternate I; (b) DFARS 252.232-7003 Electronic Submission of Payment Requests; (c) DFARS 252.247-7023 Transportation of Supplies by Sea, Alternate III. EVALUATION FACTORS: The contract type for this procurement will be fixed price and award will be made on the basis of best value to the government, price and other factors considered. Selection will be based on the following evaluation factors, in order o f importance: (1) offerors capability to provide a quality product that meets the needs of the government; (2) past performance, caliber of offerors performance on previous contracts of a similar nature; and (3) total cost or price. INSTRUCTIONS: Offers shall include (1) a detailed cost proposal, to include product and shipping to Draper, UT 84020; (2) descriptive literature of items to be provided; (3) list of at least three of the most current past performance references for similar work covered by this solicitation. Provide the following information for each reference: (a) name and telephone number; (b) date of contract; and (c) brief description of the contract; (4) comple ted provision at FAR 52.212-3, Offeror Representations and Certifications  Commercial Items, or a completed registration on the ORCA website at https://orca.bpn.gov. Failure to provide the above listed items with your offer, may cause your offer to be co nsidered non-responsive. ADDITIONAL INFORMATION: To receive the award, the offeror must be registered in the Central Contractor Registration (CCR) database, which can be accessed at www.ccr.gov.
