Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation #RAQ074013. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-19. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 334519 - Other Measuring and Controlling Device Manufacturing, the business size standard is 500 employees. The Bureau of Land Management (BLM), National Interagency Fire Center (NIFC) has a requirement for six (6) smoke monitoring devices, the primary purpose of these monitors is to understand and communicate the air quality impacts of prescribed fire and wildland fire use activities. Monitoring for National Ambient Air Quality Standards (NAAQS) compliance is not the purpose of this equipment. The equipment shall use a satellite network for telemetry and a website (http://www.satguard.com/usfs/) for data access. The satellite network and the website are both unique to this application. Telemetry shall occur through the Geostationary Operational Environmental Satellite (GOES) network, the same as the fire weather station telemetry. Data will be accessible through existing websites that display GOES-delivered fire weather data, including the Real-time Observation, Monitoring, and Assessment Network (ROMAN, http://raws.wrh.noaa.gov/roman/). The smoke monitoring devices shall meet the following requirements: 1) High data rate GOES telemetry; 2) Power: 12 VDC (Volts Direct Current) 12 Amp-Hr Internal, Minimum power needed to run monitoring device and transmit hourly in remote locations for 2-week period; 3) Consumption: 400 milli-amps (mA); 4) Internal Battery Operation: Sustained operation for 2-week period; 5) Battery Type: Lead Acid; 6) Ease of set-up and operation in the field: a) Weight: approximately 30lbs., b) Dimensions: Overall dimensions are important to ease of transport to and set-up in the field: Instrumentation packaging: approximately 18 in. width x 30 in. length x 18 in. depth. Tripod/stand packaging: approximately 10 in. width x 55 in. length x 10 in. depth, c) Low complexity operation: shall not require technician to set-up and operate, d) shall provide a User Manual, e) shall provide a Service Manual; 7) Rugged design and packaging to accommodate possible rough shipment conditions to field/deployment site; 8) Measures Particulate Matter at 2.5 microns (PM2.5), range 0.001 to 10,000 micrograms per cubic meter; 9) Accuracy: Approximately 8 percent of National Institute of Occupational Safety and Health (NIOSH) Standard 0600 or similar standard; 10) Precision: Approximately .003 micrograms per cubic meter or 2 percent reading; 11) Optional weather sensors: a) Air temperature, b) Wind speed and direction, c) Relative Humidity The units shall be delivered F.O.B. Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705 by October 15, 2007. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item. Upon delivery, the units shall be visually inspected by the Government for compliance with the contract specifications. No units shall be accepted that do not comply with the specifications. Final acceptance shall be the responsibility of the Contracting Officer (CO). The following provisions and clauses apply to this procurement: FAR 52.204-07 CENTRAL CONTRACTOR REGISTRATION; FAR 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS (para (b) following clauses apply; FAR 52.219-06; FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.225-01, FAR 52.225-13; FAR 52.232-33); FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATION; FAR 52.212-02 EVALUATION-COMMERCIAL ITEMS (Technical Capability and Past Performance shall equal Price. TECHNICAL CAPABILITY: Offeror shall provide descriptive literature to substantiate the equipment offered meets these requirements including, but not limited to, information identifying accuracy specification and a data sample transmission from vendor's GOES telemetry test to show having previously accomplished this feature. PAST PERFORMANCE: Offeror shall provide company/organization names, name of contact person and telephone number for three (3) contracts performed within the last two years with requirements for units with similar complexity and magnitude. Past performance can be based on the Contracting Officer's knowledge, contactor provided references, and other reasonable sources). Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or a completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by September 14, 2007, 4:30pm MDT at the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
