Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 07SQ810262 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18, dated June 30, 2007. This solicitation is for the North American Standard Industrial Classifications System Code is 221310. THE FOLLOWING ITEM DESCRIPTION AND DELIVERY APPLIES: Place of Performance: Municipality of Seminole in Gaines County and near the town of Plains in Yoakum County. Period of Performance: November 30, 2007 - December 31, 2007 ITEM: Drill and case one or more wells into the Santa Rosa acquifer at Plains in Yoakum Conty and Seminole in Gaines County. The two locations are within 35 miles of each other in west Texas near the New Mexico border. For each location, the drilled well should accommodate a casing having a minimum inside diameter of five (5) inches. While the well sites are close to Plains and Seminole, the exact location in each case has not yet been set. The sites will however be within three (3) miles of the respective town limits and will be accessible to heavy equipment on roads maintained by the State or county. Utility electric power and water will be available at both sites. The vendor will need to specify any other site or materiel requirements that may be required for drilling operations. Facsimile, 303-445-6345, and electronic, evelasquez@do.usbr.gov, quotations are acceptable with all required documentation. No oral quotations will be accepted. Quoters must furnish the company name, DUNS number, TIN Number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be manually signed by authorized company official. Email questions are acceptable to evelasquez@do.usbr.gov. Contractor shall be in CCR before award can be made. QUOTE REQUIREMENTS: For each site, vendor proposals shall at a minimum address the topics listed below. For this two-location effort and as appropriate for each topic, the vendor shall specify whether one or two drilling rigs will be employed with parallel operations or whether the same equipment will be used first at the initial site and then at the second site. The proposer shall include the legal name of the proposing entity, the physical address, the mailing address if different, telephone number(s) including office and cell phone numbers as appropriate, facsimile numbers and email addresses if utilized. 1) A description of the equipment to be used for the drilling and casing operations including the possible range of drill diameters and associated inside diameter of the casing; 2) A recommended drill diameter, with rationale for the recommendation, sufficient to accommodate a 5-in. (internal) diameter casing. 3) An affirmation that the equipment can attain the specified, anticipated depths and that all required materiel is on-hand or otherwise available to meet the desired schedule; 4) Support requirements for equipment and personnel to allow for continuous drilling 24 hours a day. 5) Proposed dates and schedule for equipment arrival, commencement of drilling, expected drilling rate (feet per hour), work schedule (hours/day and days/week) and projected milestones; 6) Experience in drilling and casing wells of comparable diameter and depth with well locations and contact persons; 7) Capability for response, repair, availability of spare parts and resumption of operations in the event of equipment breakdown or malfunction; 8) Certification that all work at the drill site(s) will be accomplished in accordance with Reclamation's environmental and safety regulations. 9) As appropriate and as consistent with the vendor's business practices, the cost proposal should include and separately identify costs for mobilization and demobilization including costs for transfer from the first to the second site, daily equipment charges while drilling, cost per foot for drilling, cost per foot for installing the casing and other appropriate charges; Note: For purposes of this award, Reclamation will entertain a fixed price quote (to cover the cost of mobilization, demobilization, casing, etc.) for drill depths up to 700 feet. An additional quote in terms of $/ft for drill depths beyond 700 feet as a cost reimbursement. 10) Contact person for possible questions about the experience and technical capabilities of the proposer; and 11) Contact person for contractual, payment, and accounting matters. BACKGROUND: In support of Reclamation's wind-driven brackish groundwater desalination research project with Texas Tech University, the drilling and casing of exploratory wells into the Santa Rosa aquifer of the Dockum group are required. The sites for the wells to be drilled and cased are near the municipality of Seminole in Gaines County and near the town of Plains in Yoakum County. On the basis of preliminary hydrologic investigations, it is anticipated that the depth to the water bearing layer in Seminole will be 1300 to 1500 ft. For Plains, the anticipated depth is expected to be 600 to 700 ft. Because of the differing depths, the shallower Plains well will be drilled first. WORK TO BE PERFORMED BY CONTRACTOR: The vendor shall supply the equipment, manpower, and casing material needed to drill and case one or more wells into the Santa Rosa aquifer at Plains in Yoakum County and Seminole in Gaines County. The two locations are within 35 miles of each other in west Texas near the New Mexico border. The vendor should specify if the wells will be drilled and cased using the same equipment (and thus moving it from the first to the second site) or whether two rigs will be deployed for drilling operations in parallel. For each location, the drilled well should accommodate a casing having a minimum inside diameter of five (5) inches. Schedule is an important aspect of this procurement. While the well sites are close to Plains and Seminole, the exact location in each case has not yet been set. The sites will however be within three (3) miles of the respective town limits and will be accessible to heavy equipment on roads maintained by the State or county. Utility electric power and water will be available at both sites. The vendor will need to specify any other site or materiel requirements that may be required for drilling operations.
