Description
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Acquisition Center in Orlando, FL has a requirement to support the Army's Foreign Military Sales (FMS) programs with the Columbian government. This office is developing an acquisition strategy to award a contract for a Hypobaric Chamber Flight Simulator. The Hypobaric Chamber will be used during high terrestrial altitude training to simulate the effects of high altitude on the human body, especially hyperventilation, hypoxia (low oxygen) and hypobaria (low ambient air pressure). The Hypobaric chamber supports training of personnel in altitude pressure breathing exercises, rapid decompression, oxygen equipment use and emergency procedures. It is anticipated that the resultant award will be a commercial Firm Fixed Price (FFP) contract. The period of performance is anticipated to be approximately 12 months. The anticipated Request for Proposal (RFP) date will be late December 2007 or early 2008. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (include dollar value, complexity and point of contact), a description of capabilities and experience in providing this product, delivery schedule after Contract Award, , and any alternative approaches to filling the subject requirement. Although this requirement is not a set-aside requirement, potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 333319 with a size standard of 500 employees.
