- The Naval Research Laboratory intends to enter into a sole source contract with Utah State University Space Dynamics Laboratory (USU/SDL) as a University Affiliated Research Center (UARC) to provide essential and continuing capability to carry out critical tasks in support of performing sensor experiment data collection and analysis, investigating new sensor systems and future sensor technology initiatives, and transitioning scientific data and technology. This proposed effort falls within the USU/SDL core competencies identified by the Director of Defense Research and Engineering (DDR&E) and will continue the advancement of DoD's knowledge in sensor research, real-time sensor data compression and processing, and rapid data exploitation and system deployment in support of Navy and DoD applications. The need exists for research support in areas of Advanced Ground, Air, Space, Systems Integration including software and advanced technologies including digital processing, compression, and control, analog systems, power, communications, command and telemetry, radio frequency/optical sensor payloads and electromechanical systems/support. Specifically the contractor shall provide support for the following technology areas: (1) Full reconnaissance/surveillance systems engineering capability from mission concept development to deployed engineering and operational support. (2) System architecture and development of multi-INT payloads, such as, optical systems, RF systems, platform real-time processors and controllers, signal processing, data management, and algorithm and software development. (3) The design, fabrication, test, integration and launch support for electrical/electronic components and systems. (4) The development and implementation of ground stations for communication, data collection, processing and dissemination, exploitation and dissemination, and platform/vehicle tracking, telemetry and control systems as well as tactical communications systems. These efforts can include development of surveillance, advanced navigation technology, and precise time and time interval theory and techniques. (5) Platform structures and mechanisms, attitude determination and control systems, propulsion and reaction control systems, thermal control systems and platform integration and test throughout the deployment stages. This procurement is being processed under the authority of 10 U.S.C 2304(c) (3), which allows the use of non-competitive procedures in order to establish or maintain an essential engineering, research, and/or development capability. 10 U.S.C. 2304 (c) (3) is implemented in FAR 6.302(a)(2)(ii): Establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally-funded research and development center. The Government anticipates an award of an Indefinite Delivery Indefinite Quantity type contract with Cost Plus Fixed Fee (CPFF) type orders. The period in which orders may be issued is projected to be five years from date of award with two separate options each extending the period in which orders could be issued by an additional twelve months, if exercised.
