Description
FTC Redress Services - Sources Sought Description: This announcement is not a request for proposal or quote and no award will be made from this announcement, it is a market research tool only. The Federal Trade Commission is seeking vendor input on the following topics pertaining to the attached "Draft" RFP/SOW for Redress Services: ?Personal Identifying Information (PII) - how best to protect the exchange of consumers personal information between the contractor and the FTC, along with the contractor?s storage and protection of such information when received; ?Bonding and Insurance - how best to balance adequate coverage versus cost. The FTC is seeking vendor comment on bonding and insurance scenarios up to and including 100% coverage. Include in the commentary how costs would be accessed and allocated; ?Price Strategy - at which price points for claims administration and check distribution are economies of scale achieved, for example we currently employ a decreasing price per unit schedule for Claims Notification, Claims Eligibility and Check Distribution using the following price points ? 1 to 9999; 10,0000 to 29,999; 30,000- 49,999; and, 50,000 and above. Provide an opinion on this approach to pricing and any alternative pricing strategies; ?Investment Alternatives - currently funds are invested in insured money market accounts with FDIC insured banks until a check distribution in made. We are seeking alternative options for maximizing interest income on deposits; ?Consumer Identification - what industry approaches can be taken to identify injured consumers when a claimant list is unavailable; ?Web-based Services - please advise if web-based services can be implemented by the contractor to efficiently and effectively enable interaction between the contractor and the FTC, and the contractor and consumers. If web-based services can be implemented, please highlight the practicality and benefits of implementing such services; ?Funds Distribution - in addition to disbursing funds to consumers by mailing checks, what other non-traditional methods are available or may be available within the next five years for funds distribution; ?Case Duration - assuming a claimant list is available when the Delivery Order is issued, what is the average duration of the life of a Delivery Order assuming two rounds of check distributions? What milestones must the FTC adhere to ensure the consumers receive a check distribution as early as possible? Feel free to offer best practices recommendations on any or all of the above. The revised anticipated timeline of events including our Market Research is as follows: a. Sources sought (August 1st - 17th)- COMPLETE b. Potentially Post DRAFT RFP for Industry Review (September 4th -September 24th)- CURRENT PROCESS c. Industry comments due (September 24th) d. Review Industry comments by (September 31st) e. Issue Final RFP no later than (October 9th) f. Make an award by December 17th g. Contract Start date anticipated to be January 14, 2008 Note: As stated this is an anticipated timeline and it may be shortened or lengthened based on the needs of the FTC.
