Description
NASA/LaRC has a requirement for an integrated physiological measures system that includes 2 each MOBIlab wireless SD-card; 2 each mini SD-card; 2 each ruggedized PDA; 2 each memory card 512 MB; 2 each external trigger button; 5 lead ECG/EMG patient cable;2 each photoelectric pulse sensor; 2 each galvanic skin response sensor; 2 each waterprooof heavy duty case; 2 each G.MOBIlab C API driver s/w package; 2 each G.MOBIlab pocket PC; 2 each disposable Ag/AgCI electrodes; 2 eac g.EEGcapp electrode cap, Size S; 2 each g.EEGcap electrode cap Size M; 2 each g.EEG electrode screwable electrode; 2 each abrasive gel; 2 each elefix conductive adhesive paste; 2 each g.MOBIlab pocket BCI software; 1 each advanced biosignal data processing s/w; 1 each specialized data classification s/w; 1 each EEG toolbox s/w; and 2 each 9 pin connector box. NASA/LaRC intends to purchase the items from Cortech Solutions, LLC. In the market research done for this requirement, Cortech was the only manufacturer found whose system provided for portable biosignal acquisition as well as allowing real-time preprocessing and access to these signals for analysis and output. LaRC currently has one of these systems and requires another system that is compatible for this type of assessment. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 7, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
