Description
This is a modification to the synopsis entitled Los Angeles North Airfield Study, Solicitation No. NNA07214057Q-AMJ which was posted on August 9, 2007. You are notified that the following changes are made: Major Tasks to be performed, parts 2 and 6 shall read as follows: 2) Identify the underlying causes of runway incursions at LAX, the role of existing airline fleet serving LAX, and assess the severity of the problem considering future traffic requirements and configuration options. Address potential reasons why the South Airfield has historically been subject to substantially more runway incursions than the North Airfield. This requires the review of Aviation Safety Reporting System (ASRS) reports and other sources of Runway Incursion data for the past 20 years, considering only major incidents for those older than 10 years. 6) Report on the role of human error and air traffic control tower staffing in the risk of runway incursion referencing existing studies on this subject. This should be a focused study and discussion of specific errors and related human factors that directly influence the safety of LAX operations. Constructive recommendations for reduction of contributing factors should be included. The due date for responses is extended to September 10, 2007 Documents related to this procurement will be available over the Internet.
