- Description
- The USDA, ARS, LSO intends to solicit and negotiate with only one source Leco Corporation, 3000 Lakeview Avenue St., Joseph, MI 49085-2396 for a dual gas chromatographic (GCxGC) system equipped with two thermally modulated ovens for two columns and able to handle both liquid and vapor samples. It should be capable of FID detection but adaptable for time-of-flight (TOF) mass spectrometer (MS) detection. The system should include an associated computer and software to integrate and control all aspects of the system. The system is required for the two-dimensional separation of fatty acid methyl esters (liquids) from cereal products and for the study of meat volatiles via headspace analysis with solid-phase micro-extraction (SPME) and should include an auto-sampler for liquid and headspace methods. Analytical specifications are as follows: peak width <0.1 second for 0.5 m x 0.1 mm and 2nd dimension column with essentially no retained compound from first and the modulation volatility range: Butane to C40 n-alkane at amounts equal to or less than column sample capacity. The modulator specifications are as follows: coolant should be liquid nitrogen cooled, temperature minimum GC oven temperature +3 C above the GC oven temperature for ambient-cooled GC oven. Maximum temperature 400 C, maximum heating rate 40 degrees/minute. Cold Jet Flow/Pressure, Gas: 61pm/15 psi, dry nitrogen (dew point less than -196 C), Hot Jet Flow/Pressure, Gas: 20 1pm/30 psi, dry air and minimum hot pulse 100 ms. The Secondary oven specifications as follows: Temperature, Minimum GC oven temperature +5 C for ambient-cooled GC ovens, maximum temperature 400 C, maximum heating rate 40 degrees/minute and lastly cooling gas, flow/pressure air ~40 1pm/30 psi (same source as hot jets). This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is September 17, 2007. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number.
