Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with President and Fellows of Harvard College Harvard Medical School Sponsored Programs Administration; 25 Shattuck Street; Boston, MA 02115 for services regarding Specimen System Pilot Project using Shared Pathology Informatics Tools (SPIN). The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The purpose of this procurement is to determine whether the tools developed in the SPIN project can be implemented in the community healthcare setting to identify specimens that meet specified criteria. Requirements: 1) Project will require interactions with the Chief Informatics Officers of 1-3 designated health maintenance organizations and/or SEER registry sites to understand the data models used at the sites; 2) Establishing the informatics connections required and; 3) Running a set of test queries. These requirements involve the software that Harvard University and its researchers developed to identify pathology records. The software is able to map terms in pathology records to a set of standard terminology so that existing electronic systems do not need to be changed. The software was developed to extract information and to query multiple databases at the same time. Dr. Kohane, his research laboratory, and consortium at Harvard University developed the software to support the peer to peer informatics architecture. This software will provide the data necessary to the NCI regarding the services requested. The software and the informatics expertise to test and operate the system, reside at Harvard University. In addition, Harvard University provides the tools to the other components of SPIN. The software has been tested in the Harvard system and their ability to manipulate the system is unique. Harvard University is the only source known to the NCI that can provide the software required to perform the aforementioned duties. Period of Performance shall be from date of award through twelve (12) months. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm ET on September 19, 2007 to Malinda Holdcraft, Contract Specialist. It is the vendors responsibility to call 301-402-4509 or email the aforementioned individual to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
