- This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The reference solicitation number is NHLBI-PB (AR)-2007-246 -RCO The National Institute of Arthritis, Musculoskeletal, and Skin Diseases (NIAMS), Office of Financial Management Branch (OFM) is in need of budgetary consulting services to carry out primary responsibilities for a broad range of financial duties. The contractor must have expertise in budgetary skills to assist in numerous budget and grants activities related to analysis of data, development of budget models to test various funding scenarios, and development of electronic processes to improve workflow and enhance financial management capabilities. The objective of NIAMS, OFM is to have the contractor provide consultation services and advice in all areas of budgetary administration in order to improve processes and efficiency. This acquisition is in accordance with the simplified acquisition procedures authorized in FAR Part 13, and as a result, a purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-19 (08/17/07). The total contracted dollar amount, including options will not exceed $5 million. This acquisition is set-aside for Small Businesses. The North American Industry Classification System Code (NAICS) code is 541611 and the business size standard is $6.5 dollars. The proposed period of performance is September 30, 2007 thru September 29, 2008. The proposed level of effort is 1152 direct labor hours. The Government anticipates that there will be one performance based service contract awarded for this requirement. The services to be provided under the task order shall include not are not limited to the following: 1. Consult with the Scientific Information Technology Branch (SITB), the Grants Management Branch (GMB) and the QVR Development team to develop, customize and improve reports that combine data from Institute and NIH Information systems to enhance the Institute?s financial management capabilities and facilitate analyses of extramural programs, particularly with regard to grants fiscal control. 2. Develop automated methodologies and/ or systems to allow NIAMS to track the budget status of extramural funds by project and produce reports on a regular basis. 3. Develop and maintain electronic briefing books for the Director?s use at Congressional hearings and for reference by NIAMS staff. 4. Develop electronic file system for storing current and historical budget data. 5. Conduct special analyses in response to ad hoc request from NIAMS staff, central NIH, the Administration, Congress, and the public. 6. Develop effective electronic tracking system for taps and assessments. 7. Develop budget models for projecting various outcomes based on input of different budget scenarios. 8. Develop slides for budget presentations to Advisory Council members and other groups as needed. 9. Develop and set up electronic formats for NIAMS to prepare various budget formation tables and exhibits. (examples include: calculation of intramural and RMS mandatory tables, Basic/Applied Research, Object Class worksheet, commitment base calculation, summary of changes, mechanism tables, etc. 10. Develop ?best practices? instructions and procedures for use by new and junior staff. 11. Must possess significant documented analytical and organizational skills Deliverables: NIAMS intends to obtain support within the Financial Management Branch to obtain expert recommendation regarding grants financial data management. The contractor will provide expert recommendations to the Chief, Financial Management Branch, NIAMS and the Institute's Grants Financial Data Analyst on matters regarding funds control for extramurally supported NIAMS projects and on financial analyses utilizing data such as research applications, grants, training, and fellowship data files. The Government will evaluate technical capability using the following criteria: Technical Evaluation Criteria 100% Criteria Points 1.Provide evidence of the experience and expertise of the individual in the outlined resume and possess at least fifteen (15) years of NIH budgetary financial database hands on experience.(40 points) 2.Provide strong teamwork ethic and demonstrate an ability to work in teams. (20 points) 3.Provide evidence of individual use consulting knowledge and administrative skills to make sound decisions independent.(20 points) 4.Provide evidence that the consultant have excellent written and oral communications skills, including presentation talking points or slide development.
