- Description
- The National Library of Medicine (NLM) of the National Institutes of Health (NIH) proposes to procure from Richard E. Janowitz, 1313 State Street, Fort Royal, VA 22630--2842. The requirement consists of the utilization of a Senior Applications Engineer. The tasks to be performed require an in-depth knowledge of the hosting environment for the NIH Electronic Council Book (ECB) and the Query/View/Report (QVR) Systems. This is an in-house system used to meet the requirements of NIH to report information related to grants. This task also requires detailed knowledge of the MVS OS/390 environment of NIH and must be able to provide Tier 3 support related to the MVS OS/390 environment, to address customer problems that are beyond the scope of CIT?s helpdesk. The Period of Performance for the contract position is for period of 12 months. It starts on September 14, 2007, and lasting through September 13, 2008. This acquisition is less than the Simplified threshold. Richard E. Janowitz is the only party known to NIH that can meet the above requirements for the existing network/system. A Sole Source is warranted to maintain the continuity of the environment, avoid service disruptions, and provide the best value to the government. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIH to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by 4:00 p.m. EST on the closing date of this announcement.
