Description
The Federal Law Enforcement Training Center intends to enter into a Contract for 1.Ram Target Vehicles (Minimum of 15 Not To Exceed 150) The vendor will deliver a predetermined number of vehicles to a predetermined destination on the FLETC for use by instructors teaching ramming techniques. These vehicles will be meet specific DMD specifications for use, which will be inspected by designated Garage personnel to ensure compliance. Vendor is responsible to contact POC prior to delivery and date, to confirm delivery location and need. A. Delivery 1) To be determined by POC, who will notify vendor of delivery date, determined by scheduling of class. 2) Vendor shall call the DMD POC OFC: 912-267-3569 or Cell: 912-577-0153 for access to the Center via the FLETC Commercial Gate. Vehicles will be initially delivered to Bldg. 205 FLETC Garage for inspection to determine compliance. 3) The work leader or his designee will determine if a vehicle is acceptable per DMD?s specifications and mark with an X on the front passenger window signifying acceptance. 4) Once a vehicle has been accepted it will be delivered by the vendor to the designated training area. If a vehicle is not accepted vendor is responsible for removing that vehicle from FLETC and replacing it with an acceptable vehicle or making the vehicle acceptable. B. Specifications 1) Prefer compact vehicles (Approximately 106? in length), but when not available, will accept subcompact size vehicles (Approximately 102? in length). 2) All tires & wheels must be functional. Wheels must be mounted with all lug nuts. Tires must be inflated with no leaks. If tire leaks and it is discovered prior to usage, vendor will replace or fix tire. 3) Engine must be in vehicle but need not be operational. 4) Gas Tank mounted and drained of all fuel with no fuel vapors. 5) All fluids drained from the vehicle to include air conditioner and compressor. 6) Doors, Hood & Trunk or Hatch Lid must all be secured. 7) Bumpers, Front & Rear must be functional. 8) Body parts must be installed securely on the vehicle. Rust through, major damage, or dents 2? by 2? are unacceptable. 9) All suspension components must be functional. 10) Remove battery from vehicle. 11) The vendor must mark or stencil company name on vehicle to show ownership and the class information that the vehicle was ordered for (provided by the POC). 12) Trash is to be removed from the interior and trunk of vehicle prior to delivery. 13) All windows will be in place but do not have to be operable. C. Removal 1) The vendor shall remove the vehicles from the FLETC within 5 working days after notification that the vehicles are no longer serviceable or needed by the government to conduct training. Commercial Items with addendum that the Government will not pay taxes where an exemption applies; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. The following additional clauses therein apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration. All potential contractors must be registered in the Central Contractor Registration System.
