- The 50th Contracting Squadron at Schriever AFB, Colorado hereby gives notice of its intention to award a HubZone sole source purchase order to Mobilisa, Inc. for a Defense ID System. In accordance with FAR 19.1306, and based on our market research and our Sources Sought Notice, we have determined that only one HubZone small business exists which is capable of meeting the government needs. The Defense ID System from Mobilisa utilizes a mobile, ruggedized handheld ID scanner able quickly scan an ID card and query multiple databases to determine if a person is cleared for entry into a military installation, and can indicate if a person is wanted by civilian law enforcement authorities or is otherwise a potential threat to the security of the installation. The system is capable of interface with a Defense ID system database that can pull information from sources of public records on the National, Regional, State and Local levels as well as government and law enforcement sources. The ID scanners are also compatible with all types of Federal and State issued identification cards. This system will enhance safety and security of DoD assets at Schriever AFB, CO. This award will be made under Simplified Acquisition Procedures. This announcement constitutes the only notice; THIS IS NOT A SOLICITATION and no proposals or quotes will be accepted as a result of this notice. The reference number is F3R0A07220A001. NAICS code for this purchase is 541512. The following clause applies to this acquisition: 5352.201-9101 Ombudsman. (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
