Description
This Request for Information is issued by the Space C2/STTR Division, SYSW/SYAG/CJD, to solicit information from industry that will aid the SPO in assessing the availability of automated scheduling software that can provide a robust scheduling tool for the Space Test and Training Range (STTR). Information obtained as a result of this posting may be used for a formal solicitation of commercial off-the-shelf (COTS) software that meets the requirements for scheduling test events with little or no modification. Currently, range schedulers use a variety of non-automated computer tools (e.g., Microsoft Excel spread sheets) to track and display range events and maintenance activities. This is a cumbersome and time-consuming method to make scheduling decisions and transmit the schedule to higher command levels. To reduce cost, time and provide a more rigorous decision making capability, a new vision for scheduling that is modeled after other Air Force test ranges is being investigated for implementation. The new vision calls for an automated software tool that provides a web-based interface between the STTR and its customers that allows the customer to see the established schedule and input an event request. A second module, interactive with the web-based interface, will provide for assignment of resources (both hardware and personnel), automatically identify/assess schedule conflicts, and provide conflict solutions to the schedule administrator. The schedule output will be displayed on a calendar for both web-based display, printing, and a standard software export (e.g., Microsoft Excel or Project) to higher headquarters. The following information is requested: 1) Describe currently existing products that could be made to function as an automated scheduler. Indicate if your company would be prepared to demonstrate such products to the Government for evaluation. 2) Describe the ability of the software to automatically perform conflict resolution and highlight the solution to the administrator for approval or rejection. 3) Describe the hardware and any other software required for implementation at a central location. 4) Discuss in general terms an approach to and requirement for licensing and long term support of the software. 5) We also invite industry to comment on specialized features that have additional potential to enhance scheduling and the interface with customers and managers. Questions/concerns regarding this request for information should be sent via e-mail to the Contract Manager. This request for information is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct/indirect costs or charges by the Government will arise as a result of submission of responses to this request for information and the Government's use of such information. Respondents to this request for information may be requested to provide additional information/details/demonstrations based on their initial submittals. Responses to this request for information are to be submitted and addressed to the Contract Manager, at the email address below, no later than 20 Sep 2007. Responses should include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
