Description
1. GENERAL: The Contractor shall design and deliver fencing materials as described herein. Design shall be in accordance with criteria in paragraph 2. There is no substitution. 2. DESIGN REQUIREMENTS, CODES, & CRITERIA. A. Section 32 31 13 Chain Link Fences and Gates B. Section 32 31 13.53 High-Security Chain Link Fences and Gates C. Section 11 19 00 Detention Equipment D. Section 28 00 00 Security Systems E. Section 28 00 00 Special Security Construction F. Section 32 10 00 Paving and Surfacing G. Section 03 30 00 Cast-In-Place Concrete H. Section 04 20 00 Unit Masonry 3. SCOPE OF WORK. The Contractor shall design and deliver fencing materials. The Contractor shall design and provide materials for the construction of a 12 tall security fence structure. The Contractor shall then deliver all materials required to Jackso nville, FL, as stated in paragraph 5. The fence shall be constructed by the government in Guantanamo Bay, Cuba. The fence materials shall be in accordance with the dimensions and specifications found in paragraph 4 and in general accordance with the atta ched drawings. 4. MATERIAL CRITERA a. Products from qualified manufacturers having a minimum of five years experience manufacturing thermally fused chain link fencing will be if they meet the following specifications for design, size, gauge of metal parts and fabrication. b. The chain link fence fabric will have minimum core wire strength of 75,000 psi. c. The fabric with be helically wound and woven to height of 12 feet (as indicated on drawings) with diamond mesh of 6 gauge core wire. d. The steel fence framing will be steel pipe  Type I: ASTM F 1083, standard weight schedule 40 minimum yield strength of 30,000 psi, hot dipped galvanized with minimum average 1.8 oz/ft2 of coated surface area. e. Provide items required to complete fence system. Galvanize each ferrous metal item. f. Post caps will be formed steel, cast malleable iron, weather tight closure cap for tubular posts. Provide one cap for each post, except where barbed wire supporting arms are indicated. g. Top rails and rail ends will be pressed steel per ASTM F626 for connection of rails and braces to terminal posts. h. Top rail sleeves will be 7 expansion sleeve with a minimum .137 wire diameter and 1.8 length spring, allowing for expansion and contraction of top rail. i. Wire ties will be 9 gauge galvanized steel wire for attachment of fabric to line post, rails, and braces. Hog ring ties of 9 gauge for attachment of fabric to tension wire. j. Brace and tension (stretcher bar) bands will be pressed steel, 1 x 1/8 with minimum 300 degree profile curvature for secure fence post attachment. k. Tension (stretcher) bars will be one piece lengths equal to 2 less than full height of fabric with a minimum cross-section of 3/16 x ?. Prove tension (stretcher) bars where chain link fabric meets terminal posts. l. Provide three strands of thermally fused zinc coated steel wire per ASTM F1664 Class 2b, 6 gauge with tensile strength of 75,000 psi for the entire length of fence. m. Truss rods and tighteners will be steel rods with minimum diameter of 5/16 capable of withstanding a tension of minimum 2,000 lbs. n. Razor wire will be thermally fused per ASTM F 1665 Class 2b steel wire, 13-3/4 gauge wire with barbs or razors spaced approximately 3 on center. o. Outrigger/Inrigger supporting arms will be Y shaped to allow for the placement of coiled single-concertina type barb within the channel in addition to three strands of barb wire on each arm. Arms shall withstand 250 lb downward pull at outermost end of arm without failure. Provide intermediate arms with hole for passage of top rail. p. Gates will be the widths specified in the attached drawing and wheeled to aide in opening and closing. They will include diagonal thermally fused zinc coated steel wire per ASTM F1664 Class 2b, 6 gauge with tensile strength of 75, 000 psi for added stability. q. Gates will have 5080 Series dead bolt with paracentric key cylinder from Air Teq Mechanical Locks. No substitutions are accepted to keep with standards across the base. See attached standard features and manufacturer specifications. Contractor is to provide for mounting of these locks on all vehicle and pedestrian gates. r. All surfaces of the fence shall be covered with fabric screen for privacy. The screen should be at least 80% opaque and equipped with grommets every 24 o/c for attachment to the fence fabric. The contractor will provide mechanisms to attach the scree n to the fence. s. An additional fabric screen with the capability of being attached topside (horizontally between two fence runs) will be included. This screen may be in more than one piece794, but must be 10 wide and include enough material for a length of 100. This screen will be 20% opaque and include grommets spaced 16 o/c on each edge for attachment to the fence. The contractor will provide mechanisms to attach the screen to the fence. 5. BUILDING MATERIAL DELIVERY: All materials must be delivered to Jacksonville no later than 1 December 2007. Earlier delivery is encouraged and recommended. All materials are to be delivered to the below address where it will be offloaded and transport ed to Guantanamo by the Government. PERFORMANCE PERIOD: The Contractor is to perform all design and complete all submissions as early as possible in order to meet the delivery timeline. All building materials are to be received in Jacksonville, FL no later than 1 December 2007. 6. PROJECT DESCRIPTION: These fencing materials will be used to build a fence to provide force protection for government buildings. The expedient delivery of materials is paramount.
