- This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Solicitation is an RFQ and the solicitation number is W15QKN-07-T-0110. The US Army JM&L LCMC intends to award a purchase order for CLIN 0001, To supply and install a 24??? by 24??? two story, prefabricated, modular building to be used as an ???in plant office/lab??? inside of our high bay manufacturing facility. Proposed sketches will be provided to vendors by contacting Stephanie Resch, Contract Specialist, 973-724-5561 or via email stephanie.resch@us.army.mil. Electrical requirements are listed on each sketch. The vendor will be responsible for installing/assembling the modular building, internal electrical and communications wiring, as well as, an electrical distribution panel on the outside of the office. Picatinny personnel will make electrical/communication supply connections and finish floor coverings (vinyl/tile) Specifications: Flooring: ????? tongue and groove plywood or equivalent substrate. HVAC: Wall mounted units (one on lower level, two on upper lever) Light Fixtures: 4 bulb fluorescent (fed. Standard) with reflectors Ceiling: 4??? X 2??? or 2??? X 2??? Acoustical ceiling tiles or equivalent. 9 foot ceiling height in both levels. Network Wiring (CAT5): specified on drawings to be distributed through hollow modular posts for office workstations and machinery. 22/230 VAC: Can be wall mounted or distributed through hollow posts. Refer to sketches. Windows: Partial wall length from belt line up made from tempered glass. Locations per sketch. Upper Level Load Requirements: the upper level will house three (3) prototyping machines weighing approximately 300-400 lbs each and some lab benches. Steel or aluminum plates can be supplied by Picatinny to reduce point loads from machines. Dust Cover: The upper level does not require roofing only some type of dust cover. Doorways: Double doorways (without center post) are represented in the sketches for the upper and lower level. PERIOD OF PERFORMANCE: Delivery shall be 5 days after contract award. Deliver to: US Army, ARDEC, Picatinny Arsenal, NJ 07806 USA This is a competitive acquisition using the authority of FAR 12.6. The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference applies to this acquisition. The provision at FAR 52.212-1, Instructions to Offerors ??? Commercial, applies to this acquisition. 52.212-2 EVALUATION???COMMERCIAL ITEMS (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Proposals will be evaluated based on total price to include installation. Proposals shall include itemized cost per the above specifications. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer???s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are advised to include a completed copy of the provision at 52.212-3, Alternate I, Offeror Representations and Certifications-Commercial Items with their offers.
