- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE: The United States Army ARDEC, Joint Munitions and Lethality Life Cycle Management Command Acquisition Center ??? Joint Armaments Contracting Center intends to solicit, negotiate and award a Contract for the contractor to provide research and development for the integration of interactive 3D content using LRED???s (Logistics Research and Engineering Directorate) utilizing existing IETM (Interactive Electronic Technical Manuals) development tools and processes such that all content is compliant with Army publications standards. The contractor shall also provide research and development for the integration of interactive 3D content to accommodate efficient, practical functioning of IETMs on handheld Personal Digital Assistants (PDAs). ARDEC is currently seeking additional enhancements to improve the integration and use of 3D interactive content. There is also a specific desire to provide more efficient re-use of existing technical data through the integration of 3D content with existing technical data in a centralized Content Management System (CMS). BACKGROUND: ARDEC provides life cycle management support of armament systems to include development, deployment, and sustainment of technical manuals and new equipment training support packages. In order to increase the effectiveness and ease of use of these products, ARDEC has developed an IETM framework that includes the integration of interactive 3D models. The initial integration embeds these models to (a) act as a ???visual index??? for easy navigation to relevant information (b) act as a ???visual parts list??? for quick access to repair part information (c) visualize procedures more effectively through 3D animations. Period of Performance shall be ten (10) months after contract award. FOB Destination. The solicitation number is W15QKN-07-R-0228. The solicitation is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-19 Effective on August 17, 2007. This Procurement will set aside for small business concerns. The NAICS Code is 541511 with a small business size standard of $23.0M. The provision at 52.212-1, Instructions to Offerors ??? Commercial, applies to this acquisition. The following addenda applies - Instruction to Offerors: The contractor shall submit a resume, identifying its technical capability and past experience in developing Interactive Electronic Technical Manuals (IETMs), in developing three dimensional (3D) applications and visualizations for use on Personal Digital Assistants (PDA), in using US Army and DoD publications standards and processes, in developing 3D applications and visualizations, and in integrating above mentioned data into Content Management System (CMS). The provision at 52.212.2, Evaluation ???Commercial Items, will be used to evaluate offerors for awarding a Contract. The following factors shall be used to evaluate offers: (1) Technical, (2) Price. Factor 1 is more important than Factor 2. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications???Commercial Items, with its offer.
