- This notice is issued as a correction to Sources Sought Synopsis N61339-07-SS-0073. The Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking potential vendors/schools capable of providing instruction in the following courses worldwide: Over the Horizon-Targeting/Command, Control, Communication, Computers and Intelligence (OTHT C4I); Command Control, Communications, Computers and Intelligence (C4I SYS ENG); Information Technology for the 21st Century for Managers (IT21 For Managers); Common Operational Picture Advanced (COP Advanced); Information and Communications Manager Course (ICMC); Tactical Tomahawk Weapons System Engineering (TTWS-E); and Information Professional Officer Basic Course (IP Basic). The courses are utilized approximately 100 times per year worldwide, with an average of approximately 20 students going through each class. GOVERNMENT FURNISHED INFORMATION (GFI) consisting of the actual course curriculum, student and instructor guides, handouts, etc, shall be provided to the vendor to support the implementation of the training. The vendor will also be provided with the course outlines and learning objectives for the aforementioned courses. The vendor will be required to tailor the course materials to accommodate its instructional methods and strategies, to provide the most efficient training program that minimizes involvement of Navy personnel. Final course presentation shall be approved by the Training Support Commands/Detachments/Learning Sites (TSCDLs). One or more of the aforementioned classes may be deleted and/or replaced by the Government with other similar courses. The vendor shall be responsible for safeguarding, copying, and providing all copies of the courses to students. The duration of the aforementioned courses have historically been: 1) Over the Horizon-Targeting/Command, Control, Communication, Computers and Intelligence (OTHT C4I) one (1) week; (2) Command Control, Communications, Computers and Intelligence (C4I SYS ENG) one (1) week; (3) Information Technology for the 21st Century for Managers (IT21 For Managers) three (3) days; (4) Common Operational Picture Advanced (COP Advanced) one (1) week; (5) Information and Communications Manager Course (ICMC) three (3) weeks; (6) Tactical Tomahawk Weapons System Engineering (TTWS-E) one (1) week; (7) Information Professional Officer Basic Course (IP Basic) two (2) weeks. The course were taught in the following locations last year: Norfolk, VA; San Diego, CA; Japan; Jacksonville, FL; Seattle, WA; Pearl Harbor, HI; and Manama, Bahrain. The total number of classes required by the Learning Centers last year were: (1) Over the Horizon-Targeting/Command, Control, Communication, Computers and Intelligence (OTHT C4I); 6 each (2) Command Control, Communications, Computers and Intelligence (C4I SYS ENG); 40 each (3) Information Technology for the 21st Century for Managers (IT21 For Managers); 2 each (4) Common Operational Picture Advanced (COP Advanced); 42 each (5) Information and Communications Manager Course (ICMC); 12 each (6) Tactical Tomahawk Weapons System Engineering (TTWS-E); 2 each (7) Information Professional Officer Basic Course (IP Basic); 4 each. The government is contemplating a Small Business Set-aside for this effort, with the resulting contract to be accomplished under the provisions of a Firm Fixed Priced Indefinite Quantity contract (IQC). The NAICS Code for this solicitation is 611699 with a size standard of $6.5M. The product to be purchased under this effort is a proficiently trained student, meeting the performance and course completion standards. The vendor shall provide the personnel, supervision, management, training equipment, materials, facilities and instructional technology needed to conduct training of military personnel worldwide. Facilities shall be of adequate size/space to conduct the training and shall have acceptable environmental conditions (heat/air) normally found in an academic setting, with utilities and support to ensure undistracted and productive training. The Contractor's instructors shall meet the minimum qualifications required by nationally acceptable industry or academic standards for certification as an instructor in their field of expertise. For example, accreditations may be in accordance with but not limited to, Southern Association of Colleges, Northwest Association of Schools and Colleges, etc. The contractor's instructors may be required to access military facilities; a military base pass will be required. Vendors capable of accomplishing the required services are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact).
