- The US Army Contracting Agency, Contracting Center of Excellence (CCE), Pentagon, on behalf of the Office of the Deputy Assistant Secretary of the Army for Privatization and Partnerships (P&P) is issuing a Synopsis for the Army Housing and Lodging Pr ivatization program. The North American Industry Classification (NAICS) is 541611 Administrative Management and General Management Consulting Services, the Size Standard is $6.5M The solicitation was previously posted and suspended indefinitely under solicitation number W74V8H-06-R-0075. Public Law (P.L.) 104-106, Section 2801, the Military Housing Privatization Initiative (MHPI), provides the Military Departments with alternative authorities for construction and improvement of military housing facilities and operations. The Army establis hed the Residential Communities Initiative (RCI) to utilize these authorities. Under RCI, the Army establishes long-term business relationships with private sector developers for the purpose of improving family housing. The program has expanded to Privat ization of transient Lodging Facilities. The Privatization of Army Lodging (PAL) initiative will use the MHPI authorities to provide improved on-post lodging for transient families and military and civilian personnel in a temporary duty status. As of thi s solicitation, the Army has implemented privatization of unaccompanied personnel housing (UPH). Although limited in scope, the UPH program is expected to expand during the term of this contract. These privatization programs are managed in the Office of the Deputy Assistant Secretary of the Army for Privatization & Partnerships (DASA (P&P)), Office of the ASA for Installations & Environment. This acquisition is Unrestricted and open to Small and Large business concerns with a period of performance of One (1) Base Year and four (4) option years. Further details will be provided in the Request for Proposal (RFP). It is anticipated that the RFP will be issued on the FedBizOpps and the CCE website on or about 26 January 2007.
