Description
THIS AMENDMENT IS POSTED TO ADD THE REMAINDER OF THE COMBINED SYNOPSIS/SOLICITATION POSTED ON 9/4/2007. The remainder of the Solicitation is Shown below. All other terms and conditions remain unchanged. C.9 Schedule: Contract period of performance is for one (1) calendar year, with NO options. Contractor shall be prepared to provide training to USDA/FSA employees in the following States and designated Counties: ILLINOIS: Clay, Iroquois, Logan, Calhoun, Jersey, Knox, Brown, Sangamon, Warren, Henry, Menard, Montgomery, Stark MISSOURI: Andrew, Cass, Gentry, Nodaway, Scott, Bates, Boone, Chariton, Daviess, Howard, Pike, Monroe, Ralls. NORTH DAKOTA: Hettinger, Cass, McLean, Richland, Ward, Barnes, Emmons, Morton, Traill, Burleigh, Grand Forks, Pembina, Walsh. PENNSYLVANIA: Allegheny, Blair, Clearfield, Erie, Indiana, Lycoming, Schuykill, Union, Wayne, Armstrong, Butler, Clinton, Forest, Jefferson, McKean, Snyder, Venango, York, Beaver, Centre, Crawford, Huntingdon, Lackawanna, Potter, Tioga, Warren. CLIN ITEMS: Line Item 0001, Technical Training support, 12 Months Line Item 0002, Associated Travel (Travel will be reimbursed at actual allowable costs in accordance with Federal Travel Regulations). The Government will apply the following evaluation criteria to identify the best value proposal(s). The evaluation criteria represent key areas of importance to be considered in the source selection decision. The elements, sub-factors and factors have been chosen to support a meaningful discrimination between and among competing proposals. A PASS/FAIL factor for NRCS certification is required. Failure to pass this factor precludes any further consideration. The proposals will then be evaluated against the Government?s requirements using five factors: Experience; Education, Quality Control; Local Knowledge; Staff Availability. Relative Importance: Education and Local Knowledge is less important than Experience and Education. Education and Local Knowledge is divided into one sub-factor. Experience and Staff Availability, are divided into five sub-factors. When combined, Experience and Staff Availability are more important than cost and price. The Government will perform a risk assessment on each proposal. The proposed risk assessment focuses on the risks and weaknesses associated with the proposed approach. Assessment of risk is done at the Past Performance and Technical & Management factor levels and include potential for disruption of schedule, degradation of performance, and the need for increased Government oversight, As well as the likelihood of unsuccessful contract performance. For any risk identified, the evaluation addresses the proposal for mitigating those risks and why that approach is or is not feasible. The following definitions are to be used for Past Performance and Technical & Management risk assessment. High Risk-Based on offeror?s performance record, substantial doubt exists that the offeror will successfully perform the required effort. Moderate Risk ?Based on the offeror?s performance record, some doubt exists that the offeror will successfully perform the required effort. Low Risk-Based on the offeror?s performance record, little doubt exists that the offeror will successfully perform the required effort. Risks may occur as a result of a particular technical approach, operational process, management plan, or as a result of the schedule and economic impacts associated with these approaches. A risk assessment factor shall be assigned for each factor. Offerors shall provide at least three (3) Past Performance references that ascertain the offerors performance in providing the services requested in the SOW including Experience, Staff Availability, Knowledge of Local Area, Quality Control and Education. The following past performance information is required to conduct a proper evaluation. Offerors and any proposed subcontractors and/or teaming partners shall furnish the following information for the most relevant contracts (completed and /or ongoing) which your company has had within the past three (3) years. Indicate which contracts are most relevant (i.e. similar in size , scope and complexity) and how they relate to the proposed effort. Provide at least three (3) narratives but no more than five (5). Customer?s name, address, and telephone number of both the lead contractual and technical personnel most familiar with the offeror?s performance record. (Please verify that the telephone numbers provided are current and correct.) Contract number, type, and total original and present or final contract value. Date of contract, places of performance, and delivery dates or period of performance or completion date. Provide brief description of contract work and comparability to the proposed effort. It is not sufficient to state that it is comparable in magnitude and scope. Rationale must be provided to demonstrate that it is comparable. Describe method of acquisition: Competitive or noncompetitive. Describe Extent of subcontracting. Identify and explain major technical problems and how they were overcome. List any major deviations or waivers to technical requirements that were granted by the customer. List any contracts that were terminated (partial or complete) within the past 5 years and basis for termination (convenience or default). Include the contract number, name, address, and telephone numbers of the terminating officer. Include contracts that were ?descoped? by the customer because of performance or cost problems. PROVISIONS/CLAUSES: The following FAR and AGAR provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; 52-212-4, Contract Terms and Conditions; and 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All offerors are to include with their offers a completed copy of provisions 52-212-3, Offer or Representations and Certifications-Commercial Items. Specifically the following clauses are applicable to this solicitation. FAR 52.203-6, FAR 52.204-4, FAR 52.204-7, FAR 52.204-9, FAR 52.219-6, FAR 52.232-33, FAR 52.233-4, FAR 52.246-4, FAR 52.242-15, and, AGAR 452.219-70, AGAR 452.224-70 and, AGAR 452.247-71. The following clauses are incorporated by full reference: AGAR 452.211-74, Period of Performance (FEB 1988). The anticipated period of performance of this contract is from October 1, 2007 through September 30, 2008. AGAR 452.246-70 Inspection and Acceptance (FEB 1988). (a) The Contracting Officer or the Contracting Officer?s duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract. (b) Inspection and acceptance will be performed at: USDA/FSA/CEPD 1400 Independence Avenue, SW, Room 4711-S, Washington, DC 20250.Telephone requests for copies of FAR and AGAR provisions and/or clauses will not be accepted, they can be found at : www.arnet.gov/far or www.usda.gov/procurement/policy/agar.html. Award will be made to the responsible, responsive offeror whose offer conforms to the RFP and is most advantageous to the Government, price and other factors considered.
