- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-7-19749 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The contractor will provide services to the National Oceanic and Atmospheric Administration (NOAA) Chesapeake Bay Office for training and staff development. The contractor will design a course curriculum to teach program managers the basics of coaching (speech acts, using questions, stories, etc.) and will teach and have them practice how to apply these skills in conversations with employees. Specifically, the training will include building skills to improve the effectiveness of conversations about performance problems, about engagement of bored or burned out employees, and about retaining high performers. The course will help in building an NCBO internal coaching program by increasing the understanding of the power of coaching. Participants will receive one-on-one coaching and learn the value of such support in addressing their individual development needs as well as establishing better working relationships with others. Each class session will include a ?working group? session that focuses on real NCBO working situations that participants bring. This applied discussion will be the basis for additional networking and forming of a community of managers as coaches. Tasks: The program will be comprised of two, 2-day sessions. The second session will follow the first session after approximately 45 days in order to allow participants to practice new concepts, self-observe, reflect on learnings, and identify challenges/questions for additional training and coaching. Course time will involve a combination of lecture, learning activities, and practice sessions. Classses will be presented by 2-3 different instructors who will each bring a unique perspective and experience to the classroom. Pragmatics, discovery, and engaged learning will be emphasized in this program. The course work and application will be provided onsite at the NOAA Chesapeake Bay Office in Annapolis, Maryland. Following the initial class, participants will be required to identify an employee or situation that will be the focus of the manager's effort to develop and apply his or her coaching skills. Each class will also include time in a small Work Group of 5 or 6 participants. The Work Group will be led by an experienced coach and will allow participants to dialogue, consult to each other, and create approaches to resolve specific business concerns or problems. Each participant will also receive 2 hours of individual coaching provided by the Work Group coach. Deliverables: The contractor shall provide the following: 1) Full Proposal to conduct course as outlined above; 2) Initial meeting with NCBO Director to complete framework and timing of training for program managers; 3) Training and coaching support for program managers; and 4) Follow-up/debrief on training/coaching support. The contractor shall perform the specified tasks from September 30, 2007 to March 31, 2008. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) ? Beneficial and worthwhile; sound and valid; Adequate (A) ? Reasonably sufficient and suitable; Marginal (M) ? Minimally suitable at the lower limit. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-19. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
