Description
This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation FDA-SOL-07-00432 is issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2007-19. This is a total small business set-aside. The NAICS code is 518112. The small business size standard is 6.5M. The period of performance is from effective date of award through 12 months. The contractor shall supply all of the necessary personnel, supplies, equipment, and facilities to perform the following tasks: Provide internet crawling, website filtering, and website documentation primarily for pandemic influenza counterfeit and fraudulent FDA regulated products; Provide on at least a monthly basis website reporting to identified FDA personnel. This includes website target identification, target content, and threshold, site filtering and scoring, and site reviewing and confirmation. The contractor shall help the FDA manage its targeted mal-content merchants through a combination of proactive and persistent site analysis coupled with a detailed case management system that allows confirmation and data collection on suspected violations and merchants. Identify Target Sites: The FDA will provide the contractor with a list of merchant?s websites in specific product or target areas. The number provided will vary depending on the nature of the request. The contractor shall identify all known and relevant pages associated with that list. The contractor shall also crawl the internet to identify additional unique merchant pages associated with specific websites to be identified by FDA; Content Targets and Thresholds: The contractor shall then crawl each page of the Known Universe to determine if any target content violations appear to exist. Filter and Score Sites: During the crawling process, the contractor shall use technology to score the reviewed pages based on content, links, and other mal-content precursors. This scoring data will be used to determine which pages are analyzed for confirmation. The contractor is determining thresholds using their scoring algorithms. Review & Confirm: Each site that meets client content thresholds (as determined by the contractor?s scoring algorithms) will be analyzed by the contractor to confirm such content meets client criteria. Action & Report: The confirmed violations and websites will be presented to FDA in a protected and unique portal. The FDA shall have the ability to manage each record, add website specific data, and use tools to assist in management of the targeted content violation. Monitor & Review: After the Known Universe has been established, the contractor shall use technology to examine each page and additional merchants for changes and mal-content on at least a monthly basis. When changes are detected, the contractor shall determine and confirm if the changes are relevant and forward them to FDA. Evaluation would be best done by the bidders submitting a sample work product. What we are looking for is something that provides relevant websites that would be suitable for regulatory consideration. Where we can add additional information that we gather. And the product is able to monitor changes to the sites. The provisions at FAR 52.212-1 Instructions to Offerors- Commercial Items (Sept 2006), FAR 52.212-4 Contract Terms and Conditions-Commercial Items- (Feb 2007) are hereby incorporated by reference and apply to this acquisition. The Government will make award to one offeror. 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that in descending order of importance provision are as follows: Technical and performance. Technical and past performance when combined are significantly more important than price. The technical evaluation will be a determination as to whether the proposed contractor is capable of providing internet crawling, website filtering, website documentation and reporting. To ensure sufficient information is available, contractors shall furnish as part of their quotation all descriptive material necessary for the government to determine whether the service meets the technical requirements. Past performance will be evaluated based on information provided by the offeror as to services of the proposed service to industry or government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised by the offeror, past record of meeting delivery schedules and service reputation. Offerors must include records of three current sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered Office shall comply with the provision at FAR 52.212-1(b) and submit 1) an electronic copy to Brenda Lee at email address brenda.lee@fda.hhs.gov. 2) A technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. 3) And a copy of the most recent published price list.
