Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL, A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Division of Extramural Research Activities (DERA) for the National Institute of Dental and Craniofacial Research (NIDCR) of the National Institutes of Health (NIH), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Prairie Technologies Inc., 3030 Laura Lane, Suite 140, P.O. Box 620677, Middleton, WI. 53562-0677, for one (1) each, 444 nm custom upgrade diode laser system. This new system shall be compatible and fit into the Total Internal Reflection Fluorescence (TIRF) 458 nm confocal launch system, which is attached to an Olympus-X81 TIRF microscope. The new system will increase excitation of CFP, as well as increasing the spectral separation between CFP and YFP for FRET analysis via TIRF. The new system shall include the following: 1) ~440 nm diode laser ~ 40 mW, 2) ND filter wheel with ND 1 & ND 2 filters, 3) Mirror assemblies, 4) Dichroic assembly, 5) Custom EPROM for AOTF controller, 6) Adapter plate for diode laser, 7) Design and testing of upgrade components, 8) On-site modification of launch to upgraded design and 9) installation. The delivery Point is the National Institutes of Health, National Institute of Dental and Craniofacial Research, Bethesda, Maryland 20892. The Government?s expected delivery date is one hundred twenty (120) calendar days after receipt of the purchase order. The sole source determination is based on the fact that the existing system is custom made by Prairie Technologies Inc. The connections and accessories on both systems must fit and be compatible. The contractor has trained, experienced technicians and parts available when service is required. This equipment is required to continue the NIDCR ongoing projects without interruptions. Due to the compatibility of the system, only Prairie Technologies is available for the government to meet their mission. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures, in accordance with Federal Acquisition Regulations, Part 13-Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This requirement is classified under the North American Industry Classification System (NAICS) code 334516, size standard is 500 employees. The Small Business Set-Aside applies to this requirement. This notice of intent is not a request for competitive proposals. Interested parties shall review the above requirements, and submit a statement of interest which shall include: 1) a firm fixed price; 2) documentation of the capabilities of meeting the government?s requirements; 3) at least three (3) references documenting successful past performance in meeting the Government?s specifications and 4) Freight and handling charges. The proposals will be evaluated on the submission of the above documents. The proposal is due on September 20, 2007 at 9:00 a.m. Eastern Time. The proposal must also include the prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer identification Number (TIN) and the Offerors Business size. The offeror must be registered in the Government?s Contractor Registry System. Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(DE)-2007-245-CDM, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, Maryland 20892-7902, Attention Ms. Cecilia D. Morales, Contract Specialist. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
