Description
This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The reference solicitation number is NHLBI-PB (AR)-2007-239 -RCO The National Institute of Arthritis, Musculoskeletal, and Skin Diseases (NIAMS), Office of the Director (OD) is in need of consulting services to carry primary responsibilities for a broad range of Ethics Program activities. This acquisition is in accordance with the simplified acquisition procedures authorized in FAR Part 13, and as a result, a purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-19 (08/17/07). The total contracted dollar amount will not exceed $5 million. This acquisition is set-aside for Small Businesses. The North American Industry Classification System Code (NAICS) code is 541611 and the business size standard is $6.5 dollars. The proposed period of performance is September 28, 2007 thru March 31, 2008. The proposed level of effort is 938 direct labor hours. The Government anticipates that there will be one performance based service contract awarded for this requirement. The type of contract awarded will be Time and Material (T&M). Many Ethics documents and processes are known to have long latency period. In addition, analysis of financial disclosure forms often require extensive follow-up to obtain additional information and clarification. Therefore, it is likely that some items by the end the project period are pending. The Consultant will therefore, supply to the Institute at the conclusion of the contract period a report listing those items not yet been completed. The services to be provided under this task order shall include the following: The consultant will be task with the following duties and responsibilities: 1) Review and recommend actions on financial disclosure, outside activities, and official duty activities with outside organizations. 2) Manage all aspects of public and confidential disclosures. 3) Coordinate the notification of employees as it relates to reporting procedures. 4) Review NIH ethics forms for completeness and compliance with statutory and regulatory requirements. 5) Provide advice to NIAMS managers, supervisors, contractual employees, and vendor personnel on matters covered by the Ethics in Government Act, federal criminal Conflict of Interest Statutes, Procurement Integrity Act, and Standards of Conduct for Employees of the Executive Branch. 6) Coordinate the solicitation, processing, tracking, analysis and follow-up of all Public Financial Disclosure Forms (SF-278), Confidential Financial Disclosure Forms (OGE-450), and Annual Report of Outside Activities (HHS-521), using the NIH Enterprise Ethics System, such that they can be certified by the DEC. 7) Prepare and submit the annual ethics training reports. Provide, as requested, an ethic orientation to new Advisory Council Members. 8) Identify specific ethics problem(s) to be addressed by obtaining information and input from the Office of the Director, NIAMS. 9) Review in concert with NHLBI Committee Management Service Center, financial disclosure forms for each Advisory Council member, before each Council meeting. 10) Prepare a poster on conflict of interest ethics, if required, at the annual Intramural Ethics retreat. 11) Coordinate and review other ethic activities as needed, including official duty activities, outside activities, honorary degrees, awards, widely attended gatherings, CRADAs, clinical protocols, Materials Transfer Agreements, waivers and authorizations, HHS-716 review, and the like, so that they can be signed by the DEC. 12) Review travel documentation for ethics purposes. Serve as the Liaison with the NIH Ethics Office. 13) Define Ethics communication objectives and identify the intended audience (s) and potential distribution partners, thereby developing a communication strategy and plan. 14) Attend meetings of the DECs and Ethics Coordinators. 15) Respond to ad hoc ethics inquiries from institute staff. 16) Maintain ethics files. 17) Transfer ethics records to other Institutes and Centers as appropriate 18) Prepare other reports as requested by the NIH Ethics Office during the course of the project period. Deliverables: The consultant will work under the direction of the NIAMS Office of the Directors, who will provide guidance an overall direction related to completion of the objectives of this assignment. The consultant will meet the needs of the NIAMS, as they arise, within general guidelines provided by the assigned Project Officer (PO). This will be in the form of specific monthly written reports as set by the PO. A final inspection and acceptance of all work performed by the consultant will be performed by the Director as the Project Officer. Place of Performance: NIAMS, Democracy Blvd, Bethesda, Maryland 20892. Government will provide standard office furniture, telephone, computer equipment and all other secure supplies and equipment to perform and maintain sensitive and confidential information. When parking off and on site the consultant will be provided with a parking permits. The Government will evaluate technical capability using the following criteria: Technical Evaluation Criteria The consultant must have extensive experience in formative conflict of interest ethics program, evidence?based ethics program activities. Evaluation of successful task completion will be based on the consultant?s abilities, experience and expertise. Points 1. Technical Approach- Comprehension of the work, including creativity and thoroughness shown in planned execution of the project, cost savings and feasibility of approach, identication of challenges and solutions, relevant task experience within the past three (3) years. (30 points) 2.Staff Experience- Developing culturally relevant materials and messages for special populations from formative research to product development to large-scale distribution and evaluation of distribution methods. Describe the types of (25points) 3. Past Performance: Familiarly with theories and models or health communications testing and dissemination. Experience overseeing the process, data analysis and reporting for working groups and focus group meetings, Experience producing concept papers for working groups, Federal agencies and/or public health or other stakeholders. Experience completing similar project with a wide range and variety of Ethic audiences. (25points) 4. Quality of project management and types of software programs: Submission of products and within decided deadlines. Describe in detail the web-based systems used to monitor the activities and programs related to tracking progress.
