Description
This is a combined synopsis/solicitation for Management Consulting Services prepared in accordance with the format in Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The North American Industry Classification System Code is 541618 and the business size standard is $6.0. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This acquisition is a 100% small business set-aside. The purchase order will be awarded as a not-to-exceed purchase order with a firm fixed hourly rate. The evaluation of quotations and the determination as to equality of the service shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating and securing any information which is not identified in the quotation and reasonable to the purchasing activity. Management Consulting Contract In the past year, a number of key National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA) employees have chosen to retire or seek employment elsewhere. This has resulted in a shifting of responsibilities of existing NIDA staff as well as a consolidation of work in some areas. In order to enhance current skills and effect a smooth transition of leadership as well as offer high level analytical services, the NIDA I seeking management consulting services in resource management, program analysis, business analysis and executive coaching for both the extramural and intramural programs of the Institute. The specific services are as follows: 1. Consults on executive level management matters such as human resources, organizational development, change management and consolidation efforts. 2. Works with senior IC leadership on performance management. 3. Provides business analysis to develop comprehensive decision-making tools for targeting program growth or consolidation. 4. Consults and prepares impact statements on new business processes, program development and workforce capacity to identify strengths and weaknesses of approach and methodology. 5. Consults on portfolio analyses and cost benefit assessments. 6. Participates in discussions regarding organizational structure, senior scientific recruitment and related human capital issues. 7. Provides executive prospective to senior IC officials on budget and resource strategies, approaches on implementation of new programs, restructurings, management improvement initiatives, resolution of complex management situations and strategic planning. The consultant must have demonstrated in-depth knowledge of NIDA, NIH and DHHS organization and mission. He/she must have a general understanding of drug abuse research and its impact on public health concern and safety. In addition, the offeror must have at least 5 years of relevant senior level SES administrative management experience at NIH and 5 years experience working on or chairing NIH committees or workgroups. The offeror must be familiar with the IRP research portfolio and with the administrative structure to maximize soundness of advice and consultation to administrative program staff. The period of performance is 10/1/2007-9/30/2008. Written responses shall include complete description of services to be provided and contain sufficient technical information to permit agency analysis to establish bona fide capability to meet stated requirements as listed above. All quotations must be submitted to Gloria Mancuso by mail or email by 3:00 P.M. September 21, 2007.
