Description
The National Institutes on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to award on a sole source basis the services of Mr. Stephen R. Gane. 37149 Lord Baltimore Lane, Ocean View, De. 19970, for the Ethics Consulting and Support to include outside activities, travel (foreign, domestic and sponsored) and Technology Transfer Programs. The North American Industry Classification System Code is 541618 and business size standard is $6.M. Vendor will supply the following:STATEMENT OF WORK Background: The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) conducts research on the causes, diagnosis, treatment and prevention of drug addition. The program is comprised of seven research branches, one general administrative branch and the office of the medical director. The IRP maintains a 12 bed residential human research program, an 80 slot treatment out patient research program, and an animal facility. Specifically, the IRP consists of behavioral neuroscience, preclinical, clinical, molecular neuropsychiatry, medications discovery, molecular neurobiology, cellular neurobiology and imaging research programs. The annual operating budget is ~$ 80,000,000 including outside funding from other government agencies and private organizations. Purpose: The focus of this consulting contract is to provide support for the IRP ethics, outside activities, travel (foreign, domestic, and sponsored), and technology transfer program. Services to Be Performed: The specific requirements of this consulting agreement are as follows: 1. Ethics ? to provide general support in terms of review and application of NIH standards regarding ethic conduct. Working with the Deputy Executive Officer for NIDA, prepares internal policy and procedural guidance for distribution to the scientific staff. Review these internal SOP?s for consistency with IC, NIH, and Department guidance. Provide consultative support to the IRP scientists of matters of good ethical practices and will attend the monthly NIH ethics meetings on behalf of the IRP. Will maintain the Microsoft excel spreadsheet listing of outside activities, joint appointments and other relevant information that must be cross referenced prior to approval of 520?s and 348 travel. 2. Outside Activities ? track and monitor the submission of outside activities. Provide review of 520?s, financial disclosures and other relevant documents to ensure no conflict of interest situations arise. Provide the Scientific Director with recommendations for approval of outside activity requests. Prepares policy statements in concert with applicable IC, NIH and Department guidance on outside activities to be distributed IRP-wide through e-mail. 3. Travel ? to provide general review of sponsored travel both foreign and domestic as they relate to outside activities and/or ethical practices. The contractor will maintain a spreadsheet using Microsoft excel to track this type of travel request. Will work directly with the Deputy Scientific Director on these matters. Will also work with the IRP travel coordinator in terms of coordinating review and approval of the requests on behalf of NIDA. 4. Technology Transfer ? will work with the Scientific Director, and the NIDA technology transfer coordinator to Ensure that appropriate processes are in place for review of patent prosecution requests, CRADA agreements and material transfer agreements before submission to NCI for action. The Contractor will help facilitate the relationship between IRP investigators, NCI and OTT specifically regarding opportunities to partner with industry to license IRP technologies. Also, attend the NIH monthly TDC meetings on behalf of the IRP.
