Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and subject to Federal Acquisition Regulation (FAR) clause 52.232-18, Availability of Funds. United States Central Command (USCENTCOM), 7115 South Boundary Blvd, Tampa, FL 33621, requires access to CQ.com and CQ Budget Tracker from September 26, 2007 through September 25, 2008 provided by Congressional Quarterly Inc. The 6th Contracting Squadron intends to make an award to Congressional Quarterly Inc, 1255 22nd Street, NW, Washington DC 20037-1255. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within six days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Congressional Quarterly Inc. is the only service presently on the market that provides the full range of current data base access products as well as proprietary assessments required to access and analyze DoD related legislation. Listed below, by data source, is why each CQ database has unique features found in no other vendor?s product or platform. -CQ Today: Proprietary CQ content- Forward-looking articles on all-important activities schedule for that day plus a comprehensive wrap-up of all the previous day?s Hill News. -CQ Weekly: Proprietary CQ content?Provides a clear, unbiased perspective of how legislation is shaped, who is shaping it and how the process could affect our interests. Full text is available and searchable before the magazine goes to press, with archives back to 1983. The ability to browse stories from the current issue by topic, via the online subject index. Related links alongside the text of CQ Weekly stories include sidebar stories and links to create custom alerts based on bill numbers or subject areas within the story, view profiles of members mentioned in the story, create a related bills chart, and access related documents selected by CQ editors. - CQ Committee and Subcommittee Schedules: CQ contacts every committee every day to provide the most detailed listings on all scheduled floor, committee and subcommittee action. Included dates, times, locations, agendas, contact information and witnesses. CQ allows searching of CQ schedules by subcommittee detailing witness information, committee/subcommittee and sends updates and additions via e-mail automatically through alert function. Included archives back to 1987. - Newsmaker Transcripts: CQ Transcriptions provides verbatim transcripts of speeches, press conferences, and news events with particular emphasis on the President and the Executive Branch, Congress, the State Department, Pentagon, and Department of Justice. Links are available for Congressional Record references, yea-nay vote tallies, CQ coverage of committee markups and hearings, and related bills. -CQ Custom Bill Reports: Proprietary Content-included with CQ Bill Track- Choose the information you need to see on each of your bills from a chart of major milestones to a detailed legislative history. Use a personal list of bills to quickly create a bill status report. -CQ Budget Tracker: included with CQ BillTrack-Allows CQ.com subscribers to keep track of appropriations bills through a special status chart providing links to related CQ Stories, floor and committee amendments and votes, committee and conference reports and related/companion bills. Through special Traffic Alerts updated real-time, CQ editors keep you informed in the latest developments. - CQ Bill Analysis: CQ proprietary content, offers original in-depth analysis of bills, including overview, background, highlights and outlook. Users may request specific analysis of a bill to be done within 24 hours. -Bill Text-(1987-present) - Full Text of all bill versions. Each Bill is keyword searchable and also includes links to a PDF version of the bill from the US Government Printing Office (GPO) Web Site. Usually updated between 8am-10am one or two days after the bill?s introduction. Users can search for bills using personalized lists, or by words or phrases, bill numbers, member names, committees, chamber, stage in the legislation process, bill version date or date the bill is introduced. Results can be sorted by bill number, date introduced, sponsor and relevancy. - CQ Bill Text Comparisons: allows users to compare bills back to the 104th Congress, including by section. - CRS Bill Digest: is fully integrated into CQ BillTrack and users can run alerts against them. - CQ Committee Coverage: proprietary CQ content- Same day news coverage on all open markups and some that are closed including summaries of amendments, roll-call vote breakdowns and voice vote outcomes. Comprehensive committee votes coverage is available within 24 hours of the markup. CQ committee Coverage also included listings of past hearing and meetings, with witness lists included. Updated within hours of the event. Markup coverage provided back to 1989 (101st Congress). News stories are online within hours of the markups; all data can be run against alerts. - CQ Committee Rosters: Included with CQ Committee Coverage-are integrated into the CQ Members and CQ Committees database. Users also can receive daily notification of all documents gathered during the previous 24 hours and request that CQ staff obtain specific documents that are not yet in the Top Docs database. - Federal Register: This is the official daily publication for rules, proposed rules and notices of federal agencies as well as executive orders and other presidential documents from 1997 to present. Available on CQ.com each morning by 9 a.m., it contains full text, searchable by keyword, date, agency or item type. - CQ Archives: no other source offers the extensive archive of these government documents. Bill Text back to the 100th Congress, Committee Reports back to 101st Congress, Congressional Record back to 100th Congress; CQ BillTrack back to 99th Congress, CQ Committee Coverage back to 101st Congress, CQ Floor votes back to 98th Congress, CQ Weekly back to 1983, CQ Today back to 99th Congress, and Congressional Transcripts back to 101st Congress. - CQ Member Profiles: Proprietary content, includes in-depth political biographies of all members of Congress, with CQ's exclusive vote studies on each member's voting record. Member profiles are fully integrated into CQ.com and are archived back to 104th Congress. - CQ Floor Votes: Proprietary CQ content?For every vote on the House and Senate floors, CQ provides a useful summary of the vote, the outcome of the vote, the vote tally by party, a list of the members and how they voted, and the president?s position, if known. Provides keyword-searchable and alertable transcripts of all floor debate.ReClip?allows congressional offices and media organizations to select video segments and post them to their Web site. - Custom E-Mail Alerts: You can create a Custom Alert on any search criteria, across any combination of sources you subscribe to. Choose your own notification schedule and delivery format. Results are sent to your email account and posted to your very own personal Results Page located at the MyCQ Tab. - Personal Search List: For bills, words and phrases, members and votes. Your personal lists will always be available to you, whether you?re searching or creating Alerts or reports. Changes to your custom list will automatically be reflected everywhere you?ve used that list, making it the easiest way for you to centralize your tracking. - CQ?s Advanced Search: Provides additional search options to assist users in locating documents. Depending upon the database, options may included bill number, key words or phrases, committees, subcommittees, sponsor, stage in legislative process, words in bill title, member name, chamber, date bill introduced, public law number, pages numbers, amendment numbers, CR categories and subject. - In-Line Linking: Link to a ?baseball card? of information on Bill and Public Laws from CQ?s news, committee stories, schedules, committee vote descriptions, and Bill Analysis documents. - CQ Reference Files: Available throughout CQ.com and updated when necessary, Reference Files include: the status of major legislation; past appropriations and authorization bills; the recess schedule for the current Congress (PDF format); lists of governors, Cabinet members, Supreme Court justices, Congress by the numbers (sessions and years); links to the Code of Federal Regulations; and the latest bills introduced. In addition to their vast database of information, CQ currently has the largest press corps with 120 reporters cleared to cover Capitol Hill. CQ will also cover hearings at the request of their clients. There is no other vendor(s) that provide web access in a single, integrated Web interface, with the ability to search across multiple information sources by using words, bill numbers, member names, vote information, committee lists and more. Further, all of this information can be delivered via a single custom e-mail alert. CQ is the only service that covers every legislative action in Congress. CQ.com?s integrated platform allows users to search across all services with one simple search.
