- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Grand Canyon National Park, Arizona intends to enter into a five-year firm fixed price requirements type contract for chemicals for the waste water treatment plant. The evaluation factors are: Past Performance, Quality, Technical Factors and Price. The following items are required: Soda Ash Dense 50# Bag, estimated amount: 1500 bags, Declorination Tablets 45# pail, estimated amount: 125 pails, HB-104C Polymer Solution 550# drum, estimated amount: 75 drums, Chlorine Gas 150# cylinder, estimated amount: 125 cylinders, Calcium Hypochlorite Granular 25# pail, estimated amount: 25 pails, Calcium Hypochlorite Tablets 45# pail, estimated amount: 30 pails, Sodium Hypochlorite 12.5% 50 gallon drum, estimated amount: 20 drums, Sodium Bisulfite 28% 50 gallon drums, estimated amount: 200 drums, Norweco Bio Max Tablets 48# pail, estimated amount: 300 pails, Return of empty Chlorine Gas Cylinders, estimated amount: 125 cylinders, Return of empty Sodium Bisulfite drums, estimated amount: 200. Any applicable shipping per delivery. Offerors are required to submit Material safety Data Sheets (MSDS) with written proposal of the product they are offering. All Chemicals must be National Sanitation Foundation (NSF) approved for Public Water Supplies. Deliveries will be requested from vendor as required (approximately monthly). Points of Contact will be designated by letter. Contractor must be capable of making deliveries within (5) working days after receipt of order. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the product meets the technical requirements. Offerors shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The government reserves the right to make an award without discussions. The Provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. If offerors are not registered via the ORCA website at http://orca.bpn.gov, offerors shall complete and return a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. The offeror shall state and shall list the country of origin of each product(s) offered that is other than domestic end product(s) as defined in the clause entitled "Buy American Act-Supplies.? The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The following agenda have been attached to the clause. None. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.222-3, 52.222-20, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33 and 52.232-34 Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.acquisition.gov. CCR Requirement -Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. All responsible sources may submit a quotation, which shall be considered. The Offers are due in person, by postal mail, fax or email on or before September 28, 2007 by 1600 hours (Mountain Standard Time in Flagstaff, Arizona) at the Grand Canyon National Park, 1824 South Thompson Street, Flagstaff, AZ 86001.
