- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake CA intends to procure on a full and open competition basis, research and development of information fusion (IF) technologies and analysis requiring uniquely skilled individuals in the field of Information Fusion as it relates to the Department of Defense (DoD) and Department of Homeland Security (DHS). The contractor shall participate as an integral part of the Government's Integrated Product Team (IPT) in the development of the NAVAIR WD Information Fusion Center (IFC) at the Naval Air Station, China Lake. The eventual result will be the establishment of NAVAIR WD as the IFC of Excellence. The contractor shall be responsible for tasks in the following areas: Development of theories of IF techniques, and analysis of temporal and spatial patterns, research, development, testing, integration and delivery of IF software, delivery of IF software analysis results; Research and development of new technologies relating to the field of IF; Development of representative operational scenarios/scripts for the purpose of demonstrating situational awareness and threat assessment within a common operational picture represented by air, surface and sub-surface domains; Integrate, checkout and demonstrate upgrades to the existing IFC fusion capability and implement new technologies and initiatives. These new fusion technologies and initiatives include but are not limited to providing situational awareness, threat assessment and resource management to the Departments of Energy, Interior, Transportation, Homeland Security, and Defense; Providing training to IFC Government personnel on the development of new scenarios relating to critical infrastructure protection. These scenarios will address the needs of specific infrastructures and their vulnerabilities. These scenarios will conclude with a common operational picture consisting of situational awareness, threat assessment and resource management derived from multiple intelligence sources; Provide operational training and doctrinal development support to operational users associated with information fusion and product dissemination. Additional training associated with newly developed software and technologies will be provided for the purpose of developing in-house expertise; Demonstrating the capabilities of the IFC or any other IFC related platform and support demonstrations by IFC personnel. This support includes but is not limited to start up and shutdown of the IFC, networking and/or connection to data feeds, loading of required software, installation of hardware and establishing security policies or procedures; Support of IF exercises; Development, delivery, incorporation and integration of IF related components, products, enhancements and tools; Providing domain expertise associated with the development and testing of information fusion tactics and operating procedures; Development of plans and procedures and perform research, development, test and evaluation supporting IF. This includes systems engineering, software engineering and engineering support related to IF; Provide for the IV&V of sensors and systems relating to critical infrastructure protection and force protection. These tasks should include how best to incorporate the sensor/system into the global network, a cost/benefit analysis and value added analysis; Installation and checkout of intelligence feeds in the IFC; Integration and checkout of multi-INT fusion system(s) with the live intelligence feeds; Develop and implement Software Development Plans in accordance with IEEE/EIA Std 12207. It is anticipated that this requirement will be satisfied with a single Cost Plus Fixed Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract award with a performance period of five (5) years. The proposed contract will have an estimated level of effort (LOE) of 969,000 hours. All deliverables will be FOB destination to China Lake CA. The proposed contract award will be made utilizing a combination best value and Level of Confidence Assessment Rating (LOCAR) source selection process with award on or about 15 Jan 07. A draft solicitation will be available on or about 17 September 2007. The solicitation will be issued on or about 29 Sep 07 and will be available at the Federal Business Opportunities (FBO) website at www.fedbizopps.gov.
