- This notice informs interested parties that the Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation for Design Agent/Engineering Services and Production for the Cooperative Engagement Capability (CEC) system to Raytheon Company, Network Centric Systems, 1501 72nd Street North, St. Petersburg, FL 33710. CEC is a sensor netting system that significantly improves battle force anti-air warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC fuses the distributed data into a fire control quality, single, air track picture that significantly improves own unit track precision, consistency and continuity; expands detection ranges; and increases reaction time. CEC also improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. The propo sed acquisition for Design Agent/Engineering Services is to provide technical and engineering support, training, supplies, overhaul, maintenance and repair, assemblies, Engineering Change Proposal (ECP) preparation and proofing, and facilities for the FY08 through FY12 period of performance. The proposed Production acquisition is for 100 fully tested and integrated systems for the U.S. Navy (AN-USG-2A and AN/USG-3A), U.S. Marine Corps (CEC/CTN), U.S. Army (CEC/CTN and CEC/JLENS), and Foreign Military Sales (FMS), and ancillary equipment for the FY08 through FY11 period of performance. Raytheon Company, Network Centric Systems has been awarded the design agent, follow-on development and production contracts on a sole source basis, under authority of 10 U.S.C. 2304 (c)(1) as they are the only known source containing the requisite knowledge to support the CEC program schedule without introducing unacceptable delays and incurring duplication of costs. A cost plus fixed fee cont ract will be placed on the Design Agent/Engineering Services contract. The CEC Production contract will be awarded on a firm fixed price basis.
