Description: VENDOR: Combined Synopsis/Solicitation Notice. The Social Security Administration is seeking quotations on an all-or-nothing basis for the specific training room furniture as outlined below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written request for quotation will not be issued. This procurement is being conducted as a simplified acquisition in accordance with FAR Part 13. The North American Industry Classification System code for this acquisition is 337214. The small business size standard is 500 employees. All responsible small business sources may submit a quotation on an all-or-nothing basis that shall be considered by the Agency. Quotations submitted from other than small businesses will be rejected. The incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC) 2005-19 (AUGUST 2007). The Request for Quotation (RFQ) is identified as Solicitation Number SSA-RFQ-07-1941. Note: Due to the number of items requested, please reference the attached file: Attachment I - Item Descriptions. DELIVERY: All items shall be delivered F.O.B. Destination to the following address: Social Security Administration, Operations Building Loading Dock, Receiving Hrs: 7:30am-6:00pm, 6401 Security Blvd., Baltimore, Maryland 21235. This acquisition is being conducted pursuant to Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. FAR 52.252-2 Clauses Incorporated by Reference (FEB 1998) - This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text: FAR 52.212-4 Contract Terms and Conditions of Commercial Items (FEB 2007); and 52.247-34 F.O.B. Destination (Nov 1991). The following clauses apply to this acquisition and will be incorporated in any resulting order: FAR 52.212-5 (AUG 2007) (Deviation) Contract Terms and Conditions Required to Implement Statutes or Executive Orders of Commercial Items. With this clause, the following clauses apply: 52.219-6; 52.222-3, 52.222-19, 52.219-28, 52.222-21, 52.222-26, 52.222-50, 52.225-3, and 52.232-33. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference. The following provisions apply: (b)(1) through (b)(9), (b)(11), (c), (f),(g), (j), (k) and (l). Award without Discussions: Offerors are reminded that FAR 52.212-1(g) provides that the Government intends to evaluate offers and award without discussions. In accordance with FAR 12.301(c)(2), the provisions set forth below are provided in lieu of the provision at 52.212-2, Evaluation--Commercial Items (Jan 1999). To be considered for an award under this solicitation offerors must provide a firm, fixed f.o.b. destination unit price per item as requested. Award will be made on the basis of low price. In the event of a tie the socio-economic status of the offeror could be decisive if two or more offerors are considered equal in terms of price. In this situation the government may consider the socio-economic status of the offerors in the following descending order of priority: (1) 8(a); (2) HUBZone; (3) Service Disabled; or (4) Small Business. Offerors must include a completed copy of the provisions at FAR Part 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 2005), with their quote. The Representation and Certifications can be found at website - www.ssa.gov/oag. Offeror's Responsibility: FAR 9.103(b) requires that the Contracting Officer make an affirmative determination of responsibility for a prospective contractor with respect to any proposed contract award. Therefore, due consideration shall also be given to those general standards for responsible prospective contractors as set forth in FAR 9.104-1, including (but not necessarily limited to) whether the offeror is otherwise qualified and eligible to receive an award under applicable laws and regulations. To be eligible for award offerors must be registered in the Central Contractor Registration database. Notice of Award: A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Responses to questions will be issued no later than COB 09/07/07.
